Show Planners deny Hutchison parcel commercial zoning approval by Rick Brough The Park City Planning Commission Commis-sion last week unanimously denied commercial zoning for a parcel north I of the Heber Avenue Swede Alley intersection. The commission said no economic justification had been provided for more commercial area and the .3-acre parcel was not appropriate for Historic Commercial Business (HCB) zoning. The owner of the parcel, Don Hutchison, has appealed the decision. deci-sion. According to city manager Arlene Loble's office, it will be discussed at the Feb. 21 city council meeting. At the Jan. 23 planning meeting, J staff agreed with the commission that an HCB was not appropriate for the parcel, but said the panel should " rtmmmemd'mppromi wwzoning to-a to-a proposed hybrid business zone. The commission, saying this would be premature, approved two more motions. The planning staff was told to study a new zone for the area north of Heber Avenue. It should also make a more definitive statement on what setbacks and other specifications would be. The Hutchison parcel, now zoned Residential (R-l), is bounded on the west by Utah Coal & Lumber and by the Belt Route to the east. The zone request also included .25 acres of city land. The commission first considered the zone request on Jan. 9, voting to table it. Under Code, the setback from property line was two feet. Commissioner Steve Deckert, supported sup-ported by other members, said the setback should be greater or the parcel should have a buffer. ' (StdfHirteithanged the two-foot setback to five feet, but then decided to call for a new zone. ) Commissioner Ron Whaley said there was no demonstrated need for more HCB. The problems of the area should be addressed before a rezone was granted, he added. Commissioner Randall Rogers also said he didn't want to see an "extension of Main Street." City planner Dave Boesch said the staff will meet on the new zone in the next two weeks and hope to present a E proposal to the commission for a Feb. 13 work session. The proposal will address commission commis-sion concerns about setbacks, circulation and access in the general area north of Heber Avenue (including the railroad depot).
