Show Power Plant Worth r 13 Mills To City CitY J A i Bountiful Light and Powers Power's long range plans to establish a power supplying loop made feasible by the Upper Colorado Ri r Storage Project is nearing nearing nearing near- near ing completion When completed ed the loop system will be one of only three in Utah where a power system m is city owned ALL IMPORTANT to the plans for the system is the present installation of Bountiful's Bountiful's Bountiful's fuls ful's new power tap point west of Centerville Work at the site is expected to be finished by bythe bythe bythe the end of this month This will then make Bountiful the second city in Utah to install a tap point although others throughout the state have been agreed upon but not yet started The loop system will furnish a more uniform voltage and a more dependable supply of e electricity electricity elec lec- to all homes being servIced serviced serviced iced within Bountiful The more uniform the supply of quality electricity the more the life of all electrical appliances are en enhanced enhanced enhanced en- en said Grant Peterson city manager IT IS NOW MORE economical for Bountiful to build substations substations substations and install high voltage transmission lines to the distribution distribution distribution dis dis- substations where the electricity will be reduced from volts to volts for distribution of power to the transformers by indi individual vi d u a 1 homes which then reduce the power voltage for home use se he sai said d. d Studies for Bountiful's loop system began back in 1960 when the city cooperated with the Bureau of Reclamation in building building building build build- ing the first phase of the loop system and made extensive en engineering engineering engineering en- en studies to determine what would be the most efficient means of economically transmitting transmitting transmitting trans trans- and distributing power THE TOTAL acreage of the city and its environs were considered considered considered con con- and the projected eventual eventual eventual even even- population of was i established The goal of the study was to decide what system system system tem would serve the population with the greatest reliability and efficiency Of primary consideration was wa's was the light and power company's own generating plant For the first 20 years of operation from 1935 to 1955 it had served Bountiful with two feeders circuits circuits cir cir- cults Since then it has been gradually enlarged to its present present present pres- pres ent eight feeders ACCORDING TO Mr Peterson Peterson Peterson Peter Peter- son in the past with every two years' years of load growth wl which ch was increasing at the rate of 12 10 per year new investment was required in generating ties Such investment amounted to approximately plus an expenditure of an additional annually to enlarge the distribution facilities This is in addition to operating operating operating ing expenses such as labor na naI natural na- na I tural gas lube oil depreciation taxes insurance repairs in interest interest interest in- in terest on the investment loans and other miscellaneous items IN 1964 BOUNTIFUL entered into a contract with the Bureau of Reclamation for the purchase of power and from the Upper Colorado River Storage Project By entering into this contract the city was relieved of making these large investments in generating equipment These monies can now be transferred to the general fund for capital improvements andor andor andor and or relief of the tax burden TO RECEIVE power from the storage project the city has been paying one mill per kilowatt hour plus losses for transmission sion service in addition to the base cost of the power received ved Bountiful sells approximately 50 million kilowatt hours of power annually D By y making a di direct direct di- di tap onto the volt transmission lines of Utah Power Power Power Pow Pow- er and Light Company at the new Utah Bountiful-Utah Power and Light joint sub-station sub west of Centerville the city will be able to receive power without having to pay the transmission charges and also benefit by reduction of losses I THE ORIGINAL cost estimates estimates esti esti- I mates for the construction of the I facilities that the city will in install install install in- in stall at the tap transformer has a a top rating of kilowatts Bountiful currently uses about about abou Later this year a second transformer will be installed primarily for backup in m case of I Ia Ia a power emergency and for tor J 1 later use when the expected fu ture Lure load increases The second secoM transformer is rated at kilowatts BOTH TRANSFORMERS are capable of or exceeding these ese rates rakes with proper additional cooling I e equipment qui p men t. t There is also I planned planned-an an electrical connection between transformers so thaW one goes out power is automat i call y re rerouted routed through the sec ond Included in the plans is a 3 sec ond 40 46 kv transmission line from the two transformers at atthe j the tap sub-station sub to the loop around Bountiful This will ill fo in sure a very high level of electrical elec I service to the residents BOUNTIFUL HAS long been noted as an ideal bedroom city It has no industry within city limits hence the primary primal sale of electricity falls in the category of residential lighting and cooking The only sale of electricity for POT pox er use is confined to the com cony mercial a are areas r e a s consisting of ot stores and service shops Without industry to assist h b carrying the tax burden there has to be a substitute or th the home owner becomes heavily burdened with l high gh property taxes Mr l Petersen explained The operation of the city's OViD OTO electric system more for the loss of the In Industrial industrial In in- income RECENTLY Bountiful LIght and Power justified a rate reduction re re- to its users which continues con cony to keep with the tradition of lower rates than surround areas Lower rates he said have been realized in for the past 20 ye years rs md and wit m continue to do so in the i In addition to the substantial rate reduction a contribution to the city general fund in tt th the amount of will be gives gi I by the light and power company this year This represents 8 1 additional income to the city IF THE ELECTRICAL de department department de I were not municipally owned this 88 i additional in income in come would have to be replaced by a mill levy total of 13 mills upon property holders or a to lo total tal of mills 28 mills or through some other source of income |
