MINING I 1 INDUSTRY I 1 in the lew few remarks I 1 have to make I 1 am not going to undertake the role of oti I 1 being a prophet but rather conf confine in a myself to conditions based on facts as I 1 see them As probably many of you are aware I 1 I 1 recently returned from washington where I 1 went in III the interests ot of the cop per industry and I 1 was the only expressed utah champion lor for a duty on copper the major mining industry ot of the state since my return I 1 have been besieged with inquiries from many ot of those who signed the vast petition I 1 carried with i me and laid before the senate finance I 1 I 1 committee invariably the questions asked are what can we reasonably ex 1 pert from the imposed duty ot of tour four cents a pound on copper what is the immediate and future effects ot of the enactment ot of the legislation it must be remembered that the duty on copper was imposed as revenue legislation and not primarily tariff pro had it been the latter I 1 doubt whether we could have secured at the present session of congress the protection desired because congress was in no mood to open up tariff discussion dissension was rampant between both major parties relating to tariff for it the duty had been requested under that head the entire smoot hawley tariff act would have come up for discussion the present duty on copper Is designed to produce certain revenue for the united states government therefore the amount of revenue ac curing from the importation from foreign copper pro 1 deuced will be largely dependent upon the price which the copper market will sustain us with copper at five cents it will produce but a limited revenue but it will stop the dumping of copper produced under semi slave labor conditions of africa and chile with the tour four cent duty and not more than a normal surplus on hand we in utah would feel an immediate stimulation and our utah copper mines could be put upon a 40 per cent capacity at a prevailing lg price of about nine cents As the price advanced the production would necessarily I 1 have to decrease because ot of the african menace of low cost copper that production would stare us in the face and be ready to jump the tariff bar it is plain therefore that our copper producers would have to limit their production pi pio I 1 to a minimum this would place utah so 50 that it would profit by increased employment for mines but not of the normal amount however when the surplus stock now on hand which amounts to tb about tons Is disposed of at the rate of say tons per month we can then look forward to material improvement the present temporary shutdown shut down of the utah copper would be materially shortened provided Indus trtat improve throughout the east let us not be discouraged aged in not obtaining an immediate improvement in the copper business tor for we have made ono one step in our march towards conquering the present conditions the large copper companies producing american copper can adjust themselves as prices will go no lower and the general improvement pro in business Is sure to come as sure as the sun rises over the wasatch range the demand tor for copper will then increase hence the price will become profitable fi one undertaking that will increase production Is the electrical installation of the pennsylvania railroad this calls for a large amount of copper and its consumption will be reflected in our industry we have started with a tour four cent duty now lets keep working until we wa can double that thus giving us a higher protection reasonable profits so that the mines of our neighboring states their costs being higher than utah could resume operations and employ more labor with our mines operating they can again assume their proportion of the tax another thought comes to me as the copper companies could call upon the reconstruction finance corporation a matter which I 1 brought to the attention of the local loan board months ago but in vain which was organized and intended to function to help business along so that our basic industry could be helped along with agriculture live stock railroads and banks all of whom a are re dependent to the very last degree upon mining industry the security in this case being the metal produced and thus the copper industry could get on its leet feet and tor for that matter it if the same principle were applied to lead zinc and silver metals much ot of our problems ot of unemployment would be solved in this state in order to thoroughly rescue the mining industry irom from the deadly grasp of present conditions there should be a of the sherman antitrust anti trust law lavir so that production control agreements could be made to adjust the supply and the demand an adequate duty on metals plus curtailment plus rc reconstruction construction finance corporation ald aid in financing surplus plus modification of antitrust anti trust laws would in my judgment help to put the copper industry and tor for that matter lend lead and silver industry on their teet feet why not work town d that end in view ot of recent ebent events 1 am more hopeful that ultimately world wide re co of silver as a primary monetary taj metal will be achieved through in ter national operation cooperation co foreign nations principally great britain and prance france which have heretofore been unwilling to enter into a conference to discuss economic and monetary problems are in a more receptive mood the federal go government has indicated its sympathy with such a move and stipulated vic til the position of silver as an econ factor will be discus discussed wed the republics i party platform plat tonn has recognized silver is i s a topic compatible with the alms of a international currency
