Show 40 efu BY RADFORD MOBLEY BUREAU special to the park record washington D C august la 18 these thebe present days are dog days and nowhere Is the heat felt harder than in this calil ta tal work ot of the nation some people work tor for uncle sam in this city and probably pio bably there Is not one ot of them who I 1 d does 0 es not bemoan the fact that virginia kind and maryland had bad a dominant voice in the selection ot of the capital site elte la in the th year 1787 both new york and philadelphia which are measurably more comfortable in hot weather made strong bids to be como come the seat of the riat nations lons activities a and rid for a time e each a ch was the capital of t the he united states finally virginia and maryland forced the selection of the site along the potomac in spite of its being a mosquito ridden malaria infest ed swamp where the heavy vapor from t the he mile wide river caused an overpowering humidity in all the hot months spring and fall months ore are highly enjoyable here but even an ArIz arizonian onlan balks at the summer climate this summer beat causes a noticeable slowing down in a all I 1 departments ot of the government and a heavy economic loss can be charged up to the climate from that condition business men who are appointed to high positions in the government almost invariably endeavor to speed up thel their r workers soon atter after arriving but eventually find themselves hammered down to the speed of 0 the regulars or else they resign or die it appears impossible to accelerate the pace of 0 a civil service worker at the seat of government for many years the great treasury building was pointed to by all as a fine place to work it Is an ancient structure as washington buildings go and has stone atone walls live five teet feet thick these keep out the glaring heat in summer and the biting cold in winter and make the place an agreeable spot in which to work nobody opens any windows in the place and this causes a slight prison odor but even that Is preferable to the terrific heat ot of the outside for many years senators and lepre Z enta tives in congress have been hurried to an early grave through the unhealthy conditions they were forced to endure during the sessions of 0 congress A few ew years ago a modern ventilating system was installed in both houses and since sanc then congressional cold has ceased to be a menace to the lives of our middle aged representatives when the white house fire ot of nearly two years ago occurred president hoover had his executive offices remodeled with the same air conditioning system I 1 and it has worked so BO well ell that he be has baa turned out more work stood longer hours and met more people than any president in recent times it has worked so well that mr hoover has vetoed any plans lor for the usual summer vacation outside of his weekly trips to his rapidan camp and Is standing the washington summer I 1 in splendid shape an attempt was made to have the same cooling system installed in the new department part ment of commerce building the largest government office building in the world opposition in congress blocked the plan except lor for one wing vang where the secretary and his leading assistants are housed the result Is that the authorities are being deluged with applications tor for positions in that particular wing nearly every stenographer and other office workers trying to wangle a berth where they can keep cool another handicap that washington suffers irom from is that it Is located in a federal district practically tree free from business tn in the f torm orm known in nearly evry every other city in the country this nils hai has kept the capital from being in close touch with business and indest industry and their problems and causes a d distorted viewpoint on questions vital to tt the success of the country it Is a condition hard i to rectify men of 0 affairs have little contact with the men at the heads of the various washington bureaus with a resulting loss to both sides civil service employees enjoy many privileges and there Is never any trouble in filling the ranks ot of the workers they have hare thirty days leave with pay each I 1 year and in addition may take thirty 1 days sick leave on a doctors certificate I 1 which Is not hard to get they work en ork five and a halt half days a wiek week and sev seven hours ft a day this makes up tor for the smaller pay I 1 besides which washington rents and living expenses are based on ih the a low P pay ta schedule making the city one or of the he J who ld entire cc country antry in cheapest in the with w I 1 life ike to live their jobs are for tall end and pension atter after the ago of 0 70 not forced to work at high pre pa wao workers in ordinary Ordina business e la in obber w and the ington only the president an leading executives ot of t the e put in strenuous days |
