interests have come to realize that a cut in the buying power ol of the worker means lessened dividends and lower returns from capital one hears bears from all sources that the shelves ot of the expected the rest of the mills and factories will follow suit in a few months naturally this cannot be accomplished as quickly as mills cart can be shut down and it is this in between period that the government seeks to bridge over with temporary jobs on needed public works like post offices roads levees and similar undertakings der another problem that Is harrying the president is the question as to whether congress will be able to pass the enabling legislation to permit the presidents debt holiday to become effective under the young plan germany Is due to make a heavy payment on december ath and congress which was relied upon by mr hoover to sanction tion the postponement pon ement of the debt will not meet until december ath the rne whole crux of the situation lies in in the ine fact
