our governmental system steni it des deserves cries the support and co operation cooperation of every branchi brn cli of the industry nut but it ling has not hail had either cither in the measure ensure ni it must hilie have it if it Is to be the effect effective lic force it should be the bureau has been handicapped by the usual lark lack of 0 funds by the usual government red tape by the hat son something willing be lone done about it there Is no real reason for the cut in the appropriations except the apathy from the industry itself there Is some feeling in the industry that the bureau Is if developing del dei eloping a tendency to become a dictator in its affairs rather than a cooperator in soiling its problems therefore when appropriations are arc up for discussion cus sion
