the world that we bad adopt adopted a policy which amounted to building a great wall around the united states with the intention ot of retiring selfishly unto ourselves and t that hat the natural developments would be loss ot of world prestige to ourselves and the fastening of the war danger on the world for generations to come because our influence for peace would be missing in world affairs ten years have passed since the stirring battle over the league of nations it might be well to pause tor for a moment and review succeeding events to see whether or not these dire predictions ot of the internationalists have been carried out have we built that insurmountable mountable blek wall and retired into isola have we endangered world understanding and world peace what is the record ot of the past decade in 1921 there was called into being in the city of washington a naval 1 limitations I 1 conference it assembled on invitation of the united states government and in that conference we gave up what was agreed to be an excellent e hance chance to become the greatest n naval aval po power in the world we W would 4 uld soon have had a preponderance in n battleships yet we g gave 2 e up this assured superiority and accepted accept battleship equality with our only serious rival great britain we did this because we hoped that it would bo be the first act in a world drama ot of general disarmament and ultimate peace and we sunk good battleships to show our sincerity and our good intentions in the cause ot of peace when the great battle ot of the ruhr came on when it seemed that germany might sink into bolshevism and that financial security ot of france be destroyed in the general economic debacle af the times it was the dawes plan perfected 1 to in a conference presided over bya leading 1 ng american statesman which saved the day brought financial order out ot of chaos gave germany a new lease leae ot of life and lessened the financial tension to say nothing ot of the military tension in prance france when the time came tor for the revising ot of the dawes pact and the solution ot of the reparations tangle so that allied troops might leave the rhine and actual peace be bestowed american statesmanship and american financial agni genius were gain again in the forefront in b bringing ring ng the solution when the time seemed ripe to write another chapter in
