Show a victory as dayton p sept 11 the victory 0 senator dick in securing a election reelection re to tho state leadership or rather to the chairmanship of tho executive committee by the decisive vote of 14 to 7 was second in interest in the discussions tonight to the sensational speech of senator foraker before the republican convention which met hero taday coming after the address by temporary chairman herrick and given with all tho vim and algor for which tho senior senator from ohio Is famous this speech aroused tie delegates to a high pitch its probable effect on matters to be decided by the convention tomorrow and the possibility of an answer from congressman burton during tho morning thoroughly gone over tonight the endorsement of the president and the two senators Is considered probable in the platform although there is still talk of carrying the flight against endorsement of the senators to the floor of the convention what promised to be simply a routine beginning of the work of the re publican convention developed into a somewhat remarkable discussion of party policy this afternoon former governor myron T herrick who had announced a temporary chairman by the state central committee delivered the regular opening address in which be denounced bossism approved a revision of the tariff and spoke at some length on other matters of party interest at the conclusion of tho speech tho crowd insisted on hearing senator fo raker after some urging he delivered a characteristic address in which he touched on some points mado by temporary chairman herrack Herr lck ariti bising in a somewhat jocular way some of the matters acted upon by president roosevelt and especially joking about the matter ot spelling revision called attention to the presidents desire for a stand pat barlly policy and the demand in mr herricks address for tariff revision earnestly defended his own course in the senate and ended with some remarks on the round the world trip of mr bryan and his homecoming the speech was warmly received especially when the senator paid his tribute to the various prominent republicans public ans in the convention and talked about mr bryan although other speakers were called for by the crowd none responded aarl after the usual announcements of committees the convention adjourned until 10 tomorrow morning senator foraker opened with an eloquent tribute to governor harris and continuing said in part congressional elections are always important but they are especially and particularly so this year they are thus unusually important because this year they involve not only the political complexion of the next house of representatives but as the governor has suggested and others have been pointing out they involve also directly and immediately the question whether or not the american people propose in november next to endorse and approve ohp administration of theodore roosevelt president roosevelt has had more to do than any other president ever before had with the legislation that congress has been enacting president roosevelt recognizer that it was for hat reason he himself took the initiative as to this campaign ire took it when a few weeks ago ho called ill conference with him at oyster bay the speaker of the house mr cannon and various members of the congressional campaign committee and there deter mined what our platform should be in this campaign and determined not that it should bo as governor herrack has suggested merely tariff revision but that we should stand pat until the next election if the people of ohio stand for whatever theodore roosevelt stands for they will stand for tariff revision this year for be ham self has determined it has spoken it has proclaimed it not alone as the official result of that conference but in his somewhat celebrated letter to mr wilson his idea Is that our plat form in this contest should be not promises as to the future but the per of the past lot us take an account of stock says ho let us hold up to the people what we have done and let us find out whether or not approve of what we have done now what it wo have done it Is too late for me to toll you the list of achievements is too long for me to enumerate mr bryan the peerless lender of the democratic party has made a speech one in particular he has made many but ono in particular in which ho has cast a horoscope and in which he has approved all we have dono and does not seek to make tho issues of 1908 on of anything we have done but says the issues will be two tariff revision and government ownership 0 railroads mr bryan says wo must havo tariff revise ion some day my fellow citizens we will want it and we will have it but that is a question for the republican party to determine my fellow citizens the great mass of the people of the country while changed are of the opinion so happily expressed by speaker cannon when h stated in his speech before the cop that him in illinois that the republican party would the tariff not when mr bryan or some other democrat told us to but wo would do it when revision would do less harm than non revision would do good that Is the position of the republican party that is the opinion of president roosevelt that ie the opinion of speaker cannon that Is the opinion as I 1 understand it of all the grat leaders in ahe republican of ake nation let us not here today sound a discordant note just another word I 1 am a little touchy about some things when I 1 am told that I 1 am to stand for whatever some other man stands for no matter what it may be I 1 am not going to subscribe to it it has been my pleasure to stand with president roosevelt on most of his recommendations but I 1 cannot go with him on all of them T draw tho line for instance on phonetic spelling phonetically it may bo all right but esthetically it is to me impossible no I 1 am not for it and I 1 do not think the president will think any the loss of me for speaking right out in meeting and saying that I 1 am not for it and it would not make a bit of differ ence to me if he did 1 I have always considered it an honor to bo a united states senator I 1 never understood that somebody was to tell me how to vote cither at that end of the line or at this end of the line especially not about legislative questions upon lawyers differ I 1 thought I 1 was to work them out I 1 was to speak for you I 1 pursue that policy if that Is not right if on the contrary a man is to be rebuked because he exercises the qualifications with which he is blessed then you take all the honor away from the office and so far as I 1 am concerned you can take the office with it if the senatorial office does not carry with it the right of the man holding the office to do according to his own judgment to di according to bis sense of duty free and untrammeled the official obligation to support and main tain the constitution of the unit eel states which ho takes hen u he enters upon his office we are going to have a great convention tomorrow in some respects the greatest in the history of this state for it is to settle among other things the question I 1 have just nd averted to of course personally I 1 have some interest in that question but if I 1 had no interest except that which Is personal I 1 not have the temerity to como liere and beg you to endorse me the committee on permanent organization tonight decided on governor harris for permanent chairman and ward gushing of cincinnati for secretary the resolutions committee tonight began the consideration of various proposed planks in the platform and at midnight was in the midst of a discussion of the tariff revision and stand pat being the two points at issue the members of the new state central committee by whom the next chairman of the executive committee will be chosen were selected by the various district delegation this afternoon the matter of endorsement of the president and the united states senators will come before the committee on resolutions dayton sept 12 a m after deciding on cordial general endorsement of both president roosevelt and the two senators and adopting the main features of the platform the committee on resolutions adjourned until 8 to a committee subcommittee sub of five was entrusted the work of framing the platform the tariff plank is in the nature of a compromise between the stand pat and revision ideas on primary vote for senators the idea is approved but simply as a recommendation to the legislature a stronger statement being regarded as possibly unconstitutional lower philippine tariffs and panama canal approval were other planks A resolution was adopted favoring a constitutional tut ional amendment reducing the congressional apportionment ot the states according to the vote cast any skin itching is a temper tester the more you scratch the worse it itches doana ointment cures plies eczema any skin itching at all drug stores |
