washington NEW NOTES washington july 2 during the presidents vacation at oyster bay various repairs will be made to the white house for which purpose congress appropriated huntington allson former secretary of the american embassy at boklo assumed his duller as third assistant of slate today mr allson succeeded H H pierce who sails july 21 for norway as united states minister to that country franklin lane of california who was appointed a member of the interstate commerce commission to succeed joseph W alfer was today sworn in by secretary moseley as a member of the commission the creditors of santo domingo not only european but american are becoming restless over tho accumulation of funds in a new york faank representing more than halt of the customs collections of the little republic for the last year and are trying to bring pressure to bear upon the state depart ment to secure a distribution of the funds among the creditors such as was contemplated by the dominican treaty which was left upon when the senate adjourned it Is bulto certain that secretary hoot will not sanction any distribution of the fund among the creditors until by means of the commission which he intends to appoint the merit of every claim Is demonstrated
