adopted the report of ha committee on resolutions credentials and permanent organization today tho session opened at 10 an hour later took a recess until 2 p m and adjourned at p m during the day several speeches made chief of which was william J bryans effort to overthrow tho report ot the credentials committe and seat contesting delegates from illinois the controversy was ended by the rejection of the minority report of the committee by a vote ot nays and ayes though mr aryans speech and his appearance pe arance on the noor of the convention was cheered tar beyond any previous demonstration it made few votes the alignment of delegates proved the correctness ness ot previous estimates 0 division beewen those who favor the raal calland cala and those who are supporting the conservative element which Is now in control cheff the result of the contest was announced the report of the committee on pm anent organization was made representative champ dark who was chosen permanent chairman of the convention ven tion prepared and furnished to ehg press a speech of great length the hour was BO late when he gained the platform however that he about words and left his audience to read the remainder the ovation given to mr bryan was one of the greatest ever witnessed at any ot the potable events tor which the immense coliseum Is famed it was begun before the afternoon session of the convention had been called to order and lasted tor twelve minutes with eo much furore that temporary chairman williams and all of his assistants including a hundred policemen were unable to restore order quiet came from the contusion only after the parker forces joined in and by persistent effort turned the tide by a great counter demonstration for the new yorker so that the favorite candidate tor the presidential nomination tully reaped the harvest of enthusiasm sown for mr bryan the inconsistencies of a great organized body such as Is formed by the spectators and alternates making up a great political convention was aptly 11 lustra tod in gathering thousands of throats cheered bryan as lustily as they did when he was chosen our years ago as the democratic candidate tor president the great tumult to the uninitiated would chave been proof positive that the nebraskan moro than ever was the hero of his party and yet when the banner bearing tho in georgias darher delegation waa taken to the platform and held aloft where all could seo it the applause was directed that way without pausing in their enthusiasm the great throng of men and women shout ing the name of bryan switched to parker as it their only ambition was to cheer and make a great noise the morning session of the convention was without material interest except for the discussions caused by objection to that part 0 the report aromi the committee on rules which provided tor the seating of delegates sent by insular possessions several delegates discussed the report and a roll call was asked for but the report was adopted finally without resorting to that method ol 01 determining the action ot the convention but as a result ot a ruling by the temporary chairman acquiesced ced in by the convention which had the effect ot refusing representation to the delegates who toad come from the philippines it remained for the afternoon session to create that degree of strife which makes a convention interesting lo 10 tho masses athla was the contest relating to the illinois delegation it was known that mr bryan would take an active part in the matter at odds believed to be overwhelmingly against him the galleries and other space in the hall allotted to spectators showed how great a drawing card he is practically every seat was occupied and the aisles were crowded on the platform sat distinguished guests in greater number than at any previous session the increased attendance was to a great extent due to the tact that mr bryan was slated to speak on a matter sure to engender feeling and spirited debate when mr bryan entered the hall at about the hour the convention was to be called to order the first sound 01 applause in the vicinity of the nebraska delegation drew every gaze in that direction As it to make up for the tardy welcome extended to mr bryan yesterday great numbers opened the cheering simultaneously from the center that there should be no misunderstanding in regard to who was the object of the ovation the nebraska delegates removed from tho floor the standard marking their location in the hall and waved the banner high above all others that was signal or mr aryans following to congregate about their leader adopting the nebraska example other antl states toro loose their standards and rallied about mr dryan for a bhart time tome degree of order was maintained among the majority of delegated dele gatea but the sight of th great human walls forming the galleries shouting themselves hoarse throwing and waving handkerchiefs umbrellas and coats and many persona on the elevated platform yelling and motioning encouragement proved too much for the more orderly delegates to withstand they joined with the demonstrative ones until the applause was converted into deafening roar As the applause opened temporary chairman williams who was ready to call the convention to order started in to subdue it with his gavel soon that was drowned out completely seeing that he was getting no aid from his fellow convention officials mr williams contented himself with a desultory pounding with his gavel which could be seen but not heard the confusion in the hall was unprecedented strong lunged admirers of the nebraskan openly left the seats in the spectators reservation and massed about the nebraska delegation the noise of the demonstration increased in volume elefa after it seemed that the limit of endurance must have been reached after the laplause had continued unbroken tor more than fifteen minutes temporary chairman williams again tried to get the attention of tho delegates and motioned the band only to learn a moment later that the instruments were pouring out all tho volume of which they were capable not a note could bo beard on the speakers platform junices it was listened for intently then it was that the conservative forces turned to the aid of the chair they started out the applause for his name on a purple banner proved almost as magnetic as bryan la the flesh from one idol to another tho gathering turned the georgia delegation carrying the parker banner marched to the platform and the cheering was increased it that were possible the applause was general coming from delegates from the galleries and other parts of tho coliseum every new movement was the signal tor renewed efforts the south carolina standard was held beside the georgia banner inasmuch as the south carolina delegation waa originally antl parker the movement was other delegations followed suit and soon the standards of arkansas pennsylvania new jersey and alabama and others which could bo removed from the floor were uplifted over the platform some of the standards which were marched to the parker rally a few minutes before bad been a part of the bayaa demonstration ursine was started from the galleries when the parker movement broke out but it waa soon effaced by the shouting masses when at the temporary chairman was abla to make himself heard he demanded order and called for the report of the committee on credentials there was lone delay chairman head of tennessee could not be found mr bryan the custodian of the minority report thinking that mr head was on hla way to the platform to make his report mado his own way to the front and appeared on the stage athla provoked another outburst which could not be quelled for two minutes or more the contusion was BO great williams used a megaphone to make himself heard and gardels used similar instruments in addressing the chair the chairman of the committee on credentials was called tor several times and then some one created amusement by yelling the convention has lost its head word was received by mr williams that the chairman would be delayed a few minutes in getting his report ready tor presentation A motion to invite governor beckham of kentucky to address the convention was called jut he begged to be excused bourke cockran was called for but he was not in the lall the band supplied entertainment during the wait with a concert starting with the star spangled banner and followed by dixie the band provoked spontaneous applause yankee doodle hall columbia and maryland were played by request and kept the convention in good humor at about 3 mr head reached the stage As he began to read an uproar started and mr williams threatened to have the sergeant at arms and the police clear the galleries one roan who persisted in the interruptions waa removed from the hall mr head was listened to attentively as he read his report and moved its adoption he explained that some of the contests had been brought to ane convention in the form of minority reports and suggested that these be acted upon separately the contest in relation to the district of columbia delegation was first considered one of the contestants moved that both delegations be elated and each given half a vote but this motion was lost that left the illinois case the only one before the convention by agreement fifteen minutes was allotted to each side and mr bryan opened with a statement that he was appearing on behalf of minority he launched into a review of the abo convention ho declared ahad been controlled by the minority with gavel rule throughout ho was cheered and given close attention major menzles of indiana followed speak lne or the credentials committee he charged air bryan with ignorance 0 the facts concerning the hearing before alie committee tor the reason that tho nebraskan had been in the room not more than three quarters of an hour mr who was chairman ot the illinois convention ven tion secured mr bryan for his ref arence to the methods employed by the forces mr bryan spoke briefly and the arguments were closed by mr hopkins mr bryan received greater applause than all the other speakers combined but when tho voto was counted he had less than a third of the voting delegates the roll call on mr bryans motion to substitute the minority report for the majority report proceeded without incident until illinois delegation announced that the state would pass when pennsylvania was called the acting chairman of the delegation cast the full vote in opposition to the minority report and sustaining the action of the credentials committee the delegation is controlled by the unit rule radical delegates started a turmoil which forced the chair to a demand tor a poll of the delegation then waa bad a roll call within a roll call showed that the chairman had been warranted in casting the solid vote for the credentials report the remainder of the call showed the convention to be overwhelmingly in favor of adopting the report of the credentials committee new yorks solid vote gave the committee the votes needed to assure it a victory and a defeat tor dryan the report of the committee on permanent was made mr williams aalde in yielding the gavel that he was not reluctant to part with it and his sigh of relief when his labors were over showed that he was in earnest the delegates and spectators alike were tired out when the permanent chairman stepped forward to ad bress them mr dark summarized the situation up and wisely made only a few remarks and recognized a motion to adjourn until 10 tomorrow the motion was carried with cheers he was accorded most respectful attention and succeeded better than any other speaker who has been before the convention in making himself heard mr bryan concluded reading the report at it having taken him ai I 1 minutes during the latter part of the report he was frequently interrupted by cheers from the gallery he concluded by asking that fifteen minutes on each side be allowed lor the shearing of the contest the chairman recognized mr bryan to speak in behalf of his motion to substitute the minority tor the majority report chairman head of the credentials committee claimed his right to have the closing statement in the debate the ruled that mr bryan should take such time aa he should choose and announced that the other side should have as much time as mr bryan took mayor D S rose of milwaukee asked what had led up to these contests in illinois and was informed that he wa not proposing a parliamentary inquiry the chairman then recognized mr bryan word that mr bryan would take this opportunity to make his great effort before the convention had got abroad and the audience rustled with expectation as the nebraskan arose and faced it the report which mr bryan made as a substitute for the majority report bean thus illinois has a state central committee with one john P hopkins as its head finding itself in a minority in the state convention the said committee deliberately planned to override the democratic vote of the state and ae cured by fraud and intimidation a majority of the delegates to the national convention to this end they brought contests in a number of districts outside of those controlled by ache said committee and placed their own men upon the temporary roll call of the convention then they had a credential committee made up and as far as possible had the district members of the credentials committed commit tea taken from the contestants whom they bad seated this credentials committee without intention to so into the merits of the contests seated hopkins delegates in every instance the minority of the committee on credentials denti als presented a report but mr the chairman of the committee declared the minority report was only advisory and would be filed for record he then put the vote upon the minority report and declared it carried and refused a roll call although it was then and there demanded the report says that the contestants supported their case by hundreds of affidavits fi and hundreds of pages of documentary evidence but the offered no affidavits aldno documentary evidence except the report of the convention officers and no evidence at all but that of their own unsupported oral statements the report concludes under all the circumstances the minority bellev ft that it Is imperatively necessary that this convention shall repudiate the outrageous action of the convention of illinois to do otherwise la to disregard the principles of the democratic party the report after further review of tho testimony recommended that uia contee tees be seated from the second third ninth twelfth fifteenth six tenth twenty third and twenty fifth congressional districts joining with the majority in seating the delegates from the twenty first district in opening hla speech mr bryan announced that iha had not come to the convention with the idea of bringing up any question that could or would create a division he was greeted by cheers and when he declared that ho hoped that the convention would select a ticket which could be supported by a united democracy the cheers were redoubled an outburst of approving yells greet ed his announcement that the conven alon in illinois was conducted by men who were on a level with train rob bers becoming intensely interested in ma address mr aryan finding hat his cuffs interfered with the freo movement of his bands pulled them off and proceeded
