GEN MILES REBUKED president again lowers the dignity of the rank of that officer new york slay 20 A special to the sun from washington says the relations between the war department and army headquarters caused by general alues slues retention as commanding general of the army have become so strained that it is considered no longer advisable to permit that officer to act as secretary of war in alio temporary absence of secretary root and assistant secretary sanger president koose has accordingly revoked orders issued in 1901 which made it possible for milta to act as secretary of war tina is but one indication of the almost complete severance of relations between the atar department and the headquarters of the army miles is technically following the duties of hia office but that is all these duties the law do not give him authority to serve at alie head of the war department and it was only by executive order this privilege was granted it provided that in the temporary ab sanco 0 the secretary and assistant secretary of war the commanding general should serve and in tho event of his absence the adjutant general of tho army the order wai further amended last summer during the ill ness of mckinley so that the same authority should descend upon general in charge of war department part ment bureaus in alio order of their official standing at that time general corbin was absent from the city and general chief of engineers served as acting secretary of war both orders are now revoked thus permitting the president to name the officer who shall act whenever the occasion arises while the order also deprives chef adjutant general of tho honor observing at the head of the war department unless requested to do so there is no doubt it wag deprive general milca of authority which ho would hare in tha absence of the secretary and assistant secretary of war it is not the only evidence however of the determination of the president to further prevent interference by general allies with the conduct of officers in the war department both roosevelt and koot havo on several occasions taken advantage of the presence of general S B 1 young in washington to consult him in regard to matters affecting the army general young is here as president of the army war college but he has been prominently spoken of aa the logical successor of general miles
