Show COST OF THE WAR the treasury department according to the dispatches will issue a summary of recipes and expenditures for the fiscal year on monday next the statement will show the expenses of the war with spain and our present war in the philippines has averaged during the past fiscal year a day or a total of to this expense must be added a large increase in civil expenditures which swells the grand total chargeable to maintaining the army and naval establishments to more than the direct war expenditures tures have been for the fiscal year 1899 war navy those same items in the year 1898 were war navy the total war and navy expenditures of 1898 and 1899 compare as follows 1898 1899 00 excess of these expenditures for the fiscal year over 1898 Is therefore which is practically the difference between the government on a peace footing and a war tooting to the excess of expenditures this fiscal year over 1898 in maintaining the army and navy establishments must be added of civil and miscellaneous expenditures of the government in excess of the same class ot expenditures in 1898 this making the total excess of expenditures in these three items over the peace year 1898 of those expenditures may be best shown in a table 1898 1899 war navy civil total the treasury statement will further chow that had it not been that congress provided to more revenue by increased taxation and sale of bonds that the treasury because of the heavy war expenditures would be practically bankrupt of the bonds sold show in the receipts of 1898 this table shows the situation excess receipts 1899 over 1898 due to increased taxation sale of bonds from sale of pacific railroads total cash in treasury june ast 1st 1899 of the received from the sale of the pacific railroads was covered into the treasury as cash during the fiscal year 1898 with the sale of bonds and increased receipts from taxation because of the heavy war expenditures the total cash in the treasury at the close of the fiscal year does not show a corresponding increase the figures will show july 1 1893 july 1 1899 |
