| Show COMMITTEE ON appropriations estimate of cosi of service washington dec 1 the sub coin cittee of the house committee on appropriations in chaice of legislative executive and judicial bill met today at the capitol to work upon the ceasare in advance of the assembling of congress they had before them the civil service commissioner of interval revenue rev enve W S forman of illinois and several chiefs of i the treasury department who set forth the needs of the several bureaus the policy of the committee in regard to appropriations was outlined by J G cannon chairman who said to a reporter for the united associated presses As published recently the estimates for fortifications amount to something more than at the last session ef congress a new and important departure was made with reference to the manner of appropriating for fortifications cat ions by giving to the of war authority to enter into contracts for material and labor in constructing gun and mortar bat at the important ports on our seacoast to the extent of just what the department has done in the way of administration under this authority afas not yet been developed the committee will probably be en abbed to complete the preparation of the pension appropriation bill and report it to the house on the first or second day of the coming session and they expect to have the legislative bill in condition to report by the middle or last of the first week the subcommittee sub committee on the pension bill will meet thursday morning next what will be the policy of the committee touching recommendations of appropriations at this session was asked the committee mr cannon answered will no doubt recommend appropriations for an efficient public service the receipts of the government however are less than the expenditures and this deficit has been and is beine made up by borrowing money at interest As long as this situation continues the appropriations and expenditures should be held down rigidly to the smallest ut aggregate compatible with the of the public service |
