shurtliff esq occupied the chair the chairman made a few opening remarks eulogizing the lady whose name ifo known all over the world the name of george washington is familiar throughout the country and the talented lady who is present is as well known because of her accomplishments ments and her efforts to aid and assist those who are unable to licup themselves and to shield and protect those who have right on their side F S richards esq in introducing the lady made the following remarks 1 ladles and thirteen years BRO a bright lady who had studied law and graduated with honors at one of tho leading universities of the land was admitted of columbia after three years active practice in tho court of the district she for admission to the bar of the united tates supreme court no one denied her ability and all conceded the sufficiency of her legal attainments hut the application was refused solely because she was a woman and the courts held that the laws of our country did not allow lier sex a standing at tho bar of that august tribunal precedent and prejudice were against her lawyers and judges preachers and newspapers expressed in turn horror indignation and ridicule her temerity was made the idest of more tirades than ever assailed columbua or galileo and I 1 ani afraid than even some of the women laughed and possibly sneered at the idea of a lady lawyer in every revolution political orso ml seems to be a time when it may be stayed or carr ried on to its great destiny by the force of one bu man will this american wife and mother belva had an indomitable will and undying courage her intellect and persevering industry had carried her to the foremost position her sex and alio held her place in the mighty onward march no repulse daunted her upon the refusal of the court sliu turned her face toward the lawmaking power of this great nation and demanded from congress the passage of an act doing away with alie unjust discrimination against hereen and according to women equal rights men to practice law in th 0 court of last resort of this great republic alie narrow aeouls alio opposed lier stricken with fear and declared that it was the intention of this iconoclast to undo the selfish work of centuries and bring woman up to mans level their beara were years of incessant labor i frodi this bra e woman brought the desired enactment and opened to women the door of the legal arena in 1878 balya A lockwood was admitted to practice as attorney and counselor at law in the supreme court of the united states the first woman eliat ever became a member of the bar of that court the wall of seclusion has been cast down and tipon its ruins stands this noble wo manthe living epitome of generations of advancement for womankind it would be unworthy of man amod to withhold praise for such in telli pence and mrs lockwood is a friend of the staunch advocate of rights especially that of female suffrage her sympathy for them h as broad aa the land and as deep as ehe believes their wrongs to be she does not forget hersi stera in utah atio lias fought valiantly more than once to preserve their political rights sympathy and labors are not restricted to her ayn BOX no op pressed ono of any ago sex or nativity calls in vain to her for help she a a mans work without having lost her comans womans heart I 1 have never had the pleasure of hearing tho particular lecture which mrs lockwood will deliver here this evening political and social life in washington but I 1 know her to be a talented writer and an eloquent speaker ep eaker she lias lived in the national capital many years and very little in tho mad whirl of that magnificent city liaa escaped her keen perception I 1 for the lady tonight to night your close attention andeel sure that ahe will command your admiration aa she already merits your gratitude ladles and gentlemen I 1 deem it an honor to bo choden to introduce to this assemblage my peerless sister at the bar balva A lockwood alio bading manof wo america mrs lock wood who was received with loud applause said she had heard a great deal about our famous city but hardly supposed she would ever have the pleasure of visiting it she waa glad to bo here and wag deeply moved with gratitude at the greeting she had received and she would endeavor to give an idea of lil iu Washington as it appeared to biec during a ol 01 twenty years an that city la the most beautiful city in aliis country it not in the world her line parks and beautiful concrete the joy and pride of and her public libraries all contribute to mako her alio center of attraction it is properly situated geographically for the reason eliat everything which is great and good centers and it is not atall at all probable that any shrewd mis will attempt to remove it to chicago colored people form two thirds of glicr population the present of deeds and the collector of taxes being colored men while two of the members of congress havo alio same distinguishing characteristic it lias been asserted eliat washington is a wicked city but this lacks it is hot a good place for as will bo readily understood because there are no manufacturing institutions established there A prominent character in public gitein washington is the government clerk who spends all alio money he earns in addition to all lie can borrow from liis friends and iu nealy every case liis salary is expended before it is obtained the recent change in the administration biad such an en act upon aliis clasa of ended his life by drowning and another cut his career with a pistol while a third eat donnon dow non alio curbstone and cried the city is a very healthy place in fact so much so eliat a clerk rarely dies and never resigns another distinct class of washington residents is alie boarding house keeper she always endeavors to get a house all front rooms and ones at that it is usually managed if possible to get one that is ready furnished and then alien alio grocer and the butcher geff tired of waiting for pay and thi daten an attachment there is nothing to be taken and the rent is allowed to run till the landlord will bear it noi longer and then a now place is this method is found to be so much cheaper than paying rent long trials aro also a prominent characteristic with washington and among those who practise tiso at alie babare ba rare B hbutler EB robert jinger soll and several other familar names the wittiest and keenest of all in washington is the newspaper man he has an entree everywhere and no place is sacred to his presence he jots down the whole of the proceedings and throwing in a little spice of his own to make alie matter readable it is sent all over the country through the medium of alie press and the telegraph he writes up the society entertainments and the ladies are very to give all required in regard to the costly and handsome dresses worn by them and in order that thian aay bo accomplished easily and without error little slips of paper specially prepared for atio purpose are used ind on which a manula description of ha dress is given the methods of the new president bave done much towards making alio government clerks more diligent and make good democrats of republicans after Clev elands election all washington was democratic although borne of the residents and government employees havo been republicans for twenty years tho city is not a municipality but is controlled by three trustees appointed by the president out of tho vast number of office seekers in the capital only one in twenty probably can ever expect to be successful for some offices ther earo twenty five applicants and for bome othera over but civil service reform is cutting down the ollices and the amount of work now accomplished by fewer men is far in advance of that performed by those employed till a tho lobbyist is a peculiar portion of the hangers on at the national capi til among them are to be found ladies and of all grades and classes who have some scheme to bo furthered or bome favor to ask they wait around and while means are being rapidly exhausted their schemes are not furthered alie methods employed by president cleveland are peculiarly his own and dafler in many respects from elioso of his predecessor since he lias been in lie lias discharged tho french cook and all washington is anxious to know who will cook the presidency denty dinner but if left to him ecla lie will probably rook his own goose the lecture was remarkably brilliant find sparkled with humor all through it was highly edifying and interesting and a synopsis must fail to give the slightest idea of ila beauty and elegance the speaker closed with a few words in favor of woman suffrage and took her seat amid rounds of applause the chairman made a few closing clo sini cemarka and those of alie audience who were desirous of doing so were mi opportunity lo 10 shake the hand of tho lady who was nominated as president of the united states and it is unnecessary to slate that largo numbers embraced the opportunity |
