Show DISHONESTY IN OFFICE. Wonderful is the honesty of the city administration of Chicago. The bureau of public efficiency of Chicago has reported to the. mayor that the new city hall has been built without any evidence of graft. Can it be possible? When future generations read that the building of a public structure, without a trace of theft or bold robbery, was considered so extraordinary as to call for widespread attention and an official message mes-sage of congratulation, they will be forced to the conclusion that a desperate struggle between honesty and rascality must have been waged, with the odds against honesty until this first great triumph was won; and they will ask themselves if the great majority of the people had such low ideals that robbery was looked upon as the inevitable inev-itable in public service. It is a sad commentary on American public life that graft has become be-come inseparable from offices of trust in city, county, state and nation. The man of strict, scrupulous honesty seems to be the exception, ex-ception, if half that is related of scandals in public office is to be accepted as truth. Of late there seems to have been an awakening of the public conscience, con-science, with the result that the stewardship of those in control of funds is being more closely examined into by the great body of the electorate. |
