Show FRANCE TO DIAL wiTirrtia pope PARIS, June 4 While semi- official of-ficial Vatican report deny that any arrangement between the government of France and the Catholic church ever will be possible without direct negotiations with the Pope, there are the best of reasons for believing a considerable section of French Episcopal Epis-copal continuous in Its endeavors to Induce the vntlcan to modify Its Intransigent In-transigent attitude. Premier Brland, the author of tho separation law has always been anxious an-xious to restore reliclous peace In tho country, practlcalh his only condition being insistance upon the churches recognition of the separation as fait accompli. Under his Inspiration, concessions con-cessions repeatedly have been offered which would give the church a legal status, but, although a minority of the Episcopate secretly was ready to second his efforts, the Vatican invariably invari-ably declined to give Its apprual. Beginning with the refusal to form association Culluelles, which would have ncabled the church to retain all of its property, efforts at a conciliation concilia-tion have been repulsed Nevertheless Neverthe-less It is said the government still hopes for a reconciliation and has advised ad-vised the French bishr.ps that It Is willing to treat with them but not tho Vatican upon the following points: "Attribution of church property not yet taken over; legislation of seminaries semi-naries not proscribed by law; recognition reco-gnition of Catholic schools as "ecoles llbres" providing they are subject to the control of Inspectors of tho academy, acad-emy, that Is, permitting the academy to interdict certain books without being be-ing able to Impose upon the schools. All provided the bishops accept the separation law and renounce claims for the future. Tho government has also let It be underBtoond that the bishops can aubmit the terms of the arrangement to Romo for approval, only insisting that the agreement must be between the government and tho French bishops bis-hops and not between the French government gov-ernment and the Pope. Cardinal Coullle's recent visit to Rome, despite denials Is believed to be connected with these so-called negotiations but all the reports Indicate Indi-cate that the Vatican refuses absolu-telr absolu-telr to yield upon the main point namely, direct negotiations with Rome. |
