Englnc-mcn. Judge Chambers was selected by Chairman Knapp of tho Interstate Commerce commission and Dr. Charles P. Neil!, commissioner of labor, lab-or, the mediators under the Erdmnn act. The selection of Judge Chambers Cham-bers la satisfactory to both pardon to the controversy and official telegrams wore sent them today endorsing his appointment. Judgo Chambers was at uno time chief Justice of tho International court at Samoa. In 1901 b was appointed a member of the Spanish treaty claims commlsjion and served f r eight years.
