Three of the great supply measures of the government govern-ment passed through various stages of enactment Into law In the house today. to-day. The fortifications bill was completed com-pleted and wont over to the senate; the sundry civil bill was reported and the post office appropriation bill was sent to conference. The report of the special commission commis-sion on pulp and paper Investigation was read; the river and harbor bill was reported, and the report of the special printing Investigation committee commit-tee was submitted. , No single channel or improvement Is to be allotted more than $5,uuu out of the appropriation for emergencies. The secretary of war Is directed to lake proceedings Immediately lor ihe requisition of the properly and landa of the various water power companies along the channel of the St. Mary s river by condemnation or otherwi33. payment to be made out of any money authorized or appropriated for the improvement of the St. Mary'R river at the falls. All permits granted to the : Chandler-Dunbark Water Power "company, the . Edison Sault Light Power company, the Edison Sault Electric company or the St, Mary's Power company by the United Statos will be cancelled on January 1, 1911. Six hundred thousand dollars Is appropriated for examinations aad surveys, contingencies and Incidental repairs for rivers and harbors, for which there Is no special approprla- tlon. The most Important waterway. for which preliminary survoys and examinations ex-aminations are provided, aside from the inland lntracoa6tal waterway along the Atlantic and Gulf coasts are: Oakland harbor. Monterey bay, Wilmington Wil-mington harbor, Humboldt bay, and the Sacramento and Feather rivers. California; Kahulu harbor on the island is-land of Maul, and Kanapepe bay on Kanl Island. Hawaii; tho Chicago ana Rock rivers, Illinois; the harbors and rivers at or near Chicago, including Chicago harbor. Preliminary surveys of tho Columbia, Colum-bia, Yakima and Lower Willamette rivers tn Oregon and Washington. Are-cebeo Are-cebeo harbor, Port P.lco; Arkansas Pass harbor and Sabine Pass, and the Fort Arthur ship canal are also provided pro-vided for.
