Show SCATHING REPORT OF FRENCH NAVY Paris, June 22 The report of the parliamentary committee which investigated inves-tigated the naval scandals In France has been turned in. It Is a scathing condenmnatlon of the naval administration admin-istration for the last ten years and It makes an astounding expose of the deplorable condlton of the fleet for which Franco has spent $700,000,000 since 189D. The 350 pages of the report arc filled with details of the inefficiency resulting result-ing from confusion and red tape and says the nav cost 25 per cent more than English or German. As an evidence evi-dence of these methods it Is pointed out that the manufacture of castiron shells of large caliber condemned after af-ter the accident to the battleship Iona continued in larger quantities than ever for two years.
