TA N A-ARICV CONFERENCE Delegates of Chile and Peru, two South American countries, now are meeting at Washington to settle a boundary dispute that has been troubling trou-bling them for the last 4 0 years Thi boundary dispute Is known as the Tacn.'i -Aries question because it Involves two provinces. or state 3, kn..vn :is Tacna and Arlca. The conference con-ference la being held at Washington because our government is neutral, taking no sides in the dispute. and therefore tho delegates can straighten i. hi their points of difference without interference. What is the Tacna-Arica dispute? It started when the treaty of An-eon An-eon was signed In 1S84, ending the war between Chile, on one side, and Peru and Bjollvia on ihe other side. By this trcay the provinces of Tacna and Arica were given to Chile for io years At the end of that 10 years, the. treaty provided, a plebiscite should be held that is. lhe people of Tacna and Arlca should bo allowed to vote and decide for themselves whether they would b3 ruled by Chile or Peru. But when the 10 year were over, neither ('hllO noi Pern could decide Just how the plebiscite should bd held. So it Wasn't held. Meanwhile Chile kept Tacna and Arica.
