Richards of the biological survey to carry on a campaign of rat elimination elimi-nation in connection with its spring clean-up drive. A letter carrying the request was received this morning by Mayor Frank Francis, who asks tho people of the city to begin a concerted movement toward killing off the man ml- '.huh lnfS( all sections.
