Show MABEY URGES INCREASE IN AUTO LICENSE FEE Governor Charles R Mabey, in his message to the fourteenth Utah legislature ; Warns the lawmakers that the citizens ol Utah are in no mcod f frivolous expenditures. Urges a thorough reorganization of the state administrative system. Asks that steps be taken to eliminate duplication Calls attention to the overlapping of activities of Utah Agricultural Agri-cultural college and University of Utah. Urges consolidation of state commissions whose functions are similar. Emphasizes there is urgent need for descreasing the burden of taxation. Advises increase in amount ol auto license lee. Recommends legislation to decrease the number of accidents on the state highways. Favors a law requiring all vehicles, whether automotive or not to carry lights at night when traveling on state highways. Suggests that lr.ws limiting the weight of loads carried over ; the state highways be enacted Galls attention to the estimate that Utah has spent at the rate of S7..-j0 per person per year during the last four years for new roads. Recommends that the state go more slowly m the next few years in the matter of building new roads: meanwhile improving f country roads in general. Favors a policy that will insure the stocking of streams with trout and keeping game in the wilds of the state. Declares the state department of education is top heavy and working force should be reduced. Charges there has been a waste of funds appropriated for I education. Estimates that the receipts for the coming two years will be about S3.3C0.000 and legislature should take pains to keep its ap- ; propriations withm that amount Asks the legislature to clarify the corrupt practices act. Recommends the elinunaiion of the ofiice of district attorney Asks the body to look into the lack of sufficient homes for Utah citizens. Suggests that no action be taken at this time on the report calling for an appropriation for a soldier memorial but thinks the i ouniittec should be kept intact for future action |
