Show HARD SURFACE ROAD NEEDS MAINTENANCE The weakest link in our American system of Improved highways Is its method of maintenance- We shall never achieve real progress in good roads development until we remedy this condition. It Is the preMent habit among road builders In this country to lay down a hard surfaced road and then leave It trustingly In the hands of Providence. Provi-dence. This bespeaks a bland and childlike habit of thought which Is Inspiring, but unhappily It is costlnc the country a good many hundreds of i .nitons or dollars In premature repair re-pair expenses and needless rebuilding costs. No other product of man's con-utructlonul con-utructlonul genius Is subject to quite an many vicissitudes or wear and ex-1 posure as the highway surface. Millions of vehicles of varying weight are passing over tho road surface sur-face every year. In addition It Is subject sub-ject to constant attack by the elo-m elo-m nts. rain. snow. sun. cold and heat All are free to do their worst. And they take full advantage of their license. The total rosl of repair and rebuilding operations thereby mado ncces--'ry would stagger not humanity, but the taxpaylng section thereof. If a patrolman is constantly watching any given strip or highway and on the Ufrst s'gn of a break gives first aid or summons the repair gang to do a 'somewhat more ambitious Job, there will be no pot-holes to develop Into - at g i : ; J. ! -it i'.e rebuilding; rebuild-ing; It is tho old saying of the "stitch ,lri time."'
