Show CALLS MEETING OF COLORADO RIVERBOARD Hoover Group to Decide About Power Development Develop-ment in West WASHINGTON Jan 26 A definite program for the conservation of the waters of the Colorado rher and the regulation of their use will be formulated formu-lated as soon as reports have been made by the representatives of the several sev-eral states directly interested, It was announced today at the first meeting of the Colorado Klvcr commission. Members of fhe commission expressed the belief that only through co-operation between state and federal governments govern-ments could the purposes of the commission com-mission be achieved. Secretary Hoover, who was elected permanent chairman, in welcoming the delegates, suggested that a general discussion of the basic problems bo had before any attempt was made to draw up a program for the commission's commis-sion's work A P. Davis of the reclamation ser-vi ser-vi -. who biui been working on a Study of the Colorado river and its basin, a kl h hoped to complete it soon for presentation to the tommlsslon for examination ex-amination and study His studies, Mr. Davis said, lead him to believe that there wan sufficient water in the Colorado Col-orado river to undertake the many plans of Irrigation and water power outlined by the different states. Representing the states of the commission com-mission are W. S. Norviel, state water commissioner of Arizona; W. P. Mc-Clurc. Mc-Clurc. state engineer of California; Delphi K Carpenter, of Colorado. Col. James G Scruham. state engineer of Nevada; Stephen B Davis if the supreme su-preme court of New Mexico, R. D. Caldwell, state engineer of Utah, and Prank C Emerson, state engineer of Wyoming. "One of the first questions before the commission." Mr Hoover said, "will be to determine whether the , onstructioh of dams along the river should be undertaken by the federal government or whether they should be allotted to the different private Interests anxious to undertake the development of power and water, :n any event, whatever program is selected, se-lected, it must be undertaken from the point of view of the coordinated whole and with a view to greatest national benefits."
