the presidency I should deem it my duty to resist with all roy power any attempt to impair or cevado the full force and effect of the constitution which in every article section and amendment is the supreme law of the land the constitution forms the basis of the government of the united states the powers granted by it to tho legislative executive and judicial departments define and limit tho authority b of the general government the powers not delegated to tho united states by the constitution nor pro habited by it to tho states belong to the states respectively or to iho poo pie tho general and state government each acting in its ova sphere without drenching trenching tren ching upon tho lawful jurisdiction of the other constitutes tho union this union comprising a general government with general powers and state governments with detale powers for purposes local to states is a polity the foundation of which were laid in profoundest wisdom this is the union our fathers made and which has been so respected abroad and so beneficent at homo tried by b and fire it stands today a model form of free popular government a political system which rightly administered has been carefully devised no principles however sound will protect tho rights of the people aa alio administration is faithful and efficient his a vital principle in our system thai neither fraud nor force must be allowed to subvert the rights of the people when fraud violence or incompetence controls the noblest constitution and wisest laws are useless the bayonet is not a fit in for controlling the patriot but a prudent painstaking pains taking practical man ol 01 unquestioned honesty trusted often with important auplio duties faithful to every trust and in tho full meridian of and vigorous manhood he ie in my judgment eminently fitted for the highest office on earth the presidency of alie united states not only ie ho alie right man for the place but the timo hiis come when the best interests of tho country required that the party which never be forgoston for gotton nor forgiven should go out of power many of the men now in office acio put there because of their corrupt partisan service in aliu ar it ing the fairly and legally will of tho majority TUG OF TUB I of that party in favor of civil service reform was shown by placing such men in office and turning the whole brood of federal office holders to innuendo elections tho money of alio people taken out of tho public treasury by those men for services often poorly performed or not performed at all is being bcd in vast sums with the knowledge awl alie presumed function of tho administration to control elections and even members of the cabinet aro trolling about the country making partisan speeches instead of being in their departments at washington discharging public duties for which they aro paid by tho people but with all their and ability a discriminating public will no doubt road between the lines of their speeches that paramount h apo and aim is to keep satellites TEAKS IS OFFICE the perpetuating of tho power of chronic federal office holders four years longer will not benefit the millions of men and women who do not hold offices but earn their daily bread by honest industry what they think will disarm public opinion will no doubt bo fully understood as also the fact that it is because of their own industry and economy and gods bountiful harvest that the country is comparatively prosperous and not because of anything done by these federal office holders the country is comparatively lw prosperous not because of them but in spite of them this contest is in act between the people endeavoring to regain a political power which rightfully belongs to them and to restore the pure simple economical constitutional government of the father on the one side and a hundred thousand federal office holders and their backers hampered with place and power and determined to retain them at all hazards on iho other bence constant assumption NEW AND DANGEROUS by the general government under the rule of the republican government interference with home rule and with the administration of judges in courts in several states interference with elections through the medium of paid partisan federal office holders interested in keeping their power and caring more for that than fairness in election in fact constant which have been made by that party upon the clearly reserved right of the people and the states will if not checked subvert the liberties of tho people to the governments limited by the fathers and end in a great consolidated concentrated government strong indeed for evil and the overthrow of republican institution the wise men who framed our constitution knew EVIL OF A STRONG and the long continuance of political power in the same hand they knew there was a tendency in this direction in all governments and a consequent danger to republican institutions from that cause and took pains to against it the machinery of strong centralized general government can bo used to perpetuate the same set of men in power from term until it to be a republic or is such only in name and the tendency of tho party now in power in that direction as shown in various ways be sides the willingness recently manifested by a largo number of that party to elect a president an ted number of terms is quite apparent and must satisfy thinking people that the time has come when it will be safest and best for that party to be retired but in THE of a general government upon the reserved light of tho people and states I wish to bo distinctly understood as favoring a proper exercise by the general government of powers rightfully belonging to it under tho constitutional rights of the beneral government all interference with the proper ox erciso of its powers must be carefully avoided the union of states under the constitution must be maintained and it is known that this has always been the position of both candidates on the democratic presidential ticket ban acquiesced in everywhere now and finally and forever settled as one of the results of the war it is certain beyond all questions that the legitimate of the war for the union will not be overthrown or aired should tho democratic ticket elected in that event proper protection will be given in every legitimate way to every citizen native or adopted in every section of the republic in the enjoyment of nil the guaranteed by tho and its amendments A p CR BENOy of honcho value and pur chafing power ab with tho
