Attacking a statement of Senator Reed that the proposed covenant contains con-tains a secret protocol nnd that Germany, Ger-many, In all probability was already iu it. Colby made public a message hei just received from President Wilson denying the senator's declaration and stating the proposed covenant contains no secret protocol. The message follows: "Statement that there is anv secret, protocol connected with, or suggested in connection with, the league or nations na-tions is absolutely false. (Signed) ''President Wilson."
