In the capture of Albert Keffl and Lewis C,ru-ber, C,ru-ber, both Austrlans, who were taken into custody shorth after daybreak to da at the international boundary near Tijuana by custom officials, federal agents beliee they have rounded up two of the most important of Ger many's agents in this country. Both men were said by the federal authorities to bave had on their persons per-sons a large amount of data concern ing the naval and military activities of the Cnited States According to the federal authorities, authori-ties, Keffl, who la a former sergeant in the Fifth field artillery. TJ. S. A., had just completed a tour of eastern and southern army concentration camps, and had joined Gruber in San Diego. Turned back at Tijuana because of improper im-proper passports, the pair, the authorities author-ities said, intended to make their way down the west coast of Mexico, thence by ship to South America and by devious de-vious routes to Berlin to turn over the information they had collected.
