A reuolution proposing n'n amendment to Section Sec-tion 3, Article 13 of Ujo Constitution of the SLate of Utah, relating to uniform taxes and itxrmptions. Be It rwolvrd by the Legislature of the State of Utnh. tjwo-thirds of all the members elected to ench house concurring ' therein : Section 1. That It is proposed to amend Section 3 of Article XIII of the Constitution of the State of Utnh so that tho same will read as follows : Section 3. Tho I.CKislaturc shall provide bj law a uniform nnd cqunl rate of assessment and taxation on all property in the State, according; ac-cording; to it value in money, and shall prescribe pre-scribe by general law such regulations as shall tecum a just valuation for taxation of all property, so that every pcon and corpora- i tlon shall pay a tax in proportion to tho value of his. her or IU property : Provided, I that a deduction of debits from credits may bo , nuthorized : Provided further. That the property prop-erty of the United States, of the State, counties, coun-ties, cities, towns. Bchocl districts, municipal corporations and public libraries, lots with the I buildings thereon used exclusively for cither re- linioui worship or chnritnble purposes, nnd places of burial not held or used for private i or corporate benefit, shall be exempt from taxation. tax-ation. That the tnxes of the Indicant poor may be remitted or abated at such time nnd in such manner aa may be provided by law: Provided, further. That the Lecrislaturt may provide for the exemption from taxation of homes, homesteads, and personal property, ! not to exceed two hundred and flfly dollars In ralue for homes and homesteads and one hundred dollars of personal property. Section 2.
