Legislation j permitting manufacturers to fix resale ' prices for trade mark or otherswise i idontifiod articles, under government supervision, wero recommended to congress today by the federal trade ' commission. Under the present lav. as Interpreted Interpret-ed by tho supremo court, maintenance ! of resale prices is regarded as in restraint re-straint of trade and tho commission pointed out that it has been obliged to enforce this view in many ca.ses that came before It. Consequently since price cutting has been rocognized as a possible unfair method of compotl-l; tion, confusion has resulted. j Both the wholesale and retail merchant mer-chant are entitled to Just compensation compensa-tion for useful services performed, the commission says, and its report adds: "It is similarly urged that manufac- ; turers should be paid in their good!-will good!-will created by years of fair dealing;, and of sustained quality of merchan- ; dise. "The consuming public does not en- i joy benefits by unfair prico cutting ' to compensate It for the injury follow- ing demorlaziation caused by prico cut- ! ting.
