W. Armstrong, president of the National Copper bank and Utah representative on the national food conservation board, was officially noU-fled noU-fled In a tolegram from Herbert C. Hoover of his appointment as food commissioner for Utah. Mr. Armstrong's Arm-strong's appointment was recommended recommend-ed by Mr. Hoover, but the appointment was made by President Wilson. Mr. Armstrong deemed it unwise to interfere in any way with the work already In progress and confined con-fined his efforts in that direction to offering suggestions which sought to mako the work hero uniform with that in other sections of the country. While Mr. Armstrong has outlined In a general way the plan of procedure under the new office, his activities will be limited until the general plan of Mr. Hoover has boen made known. The plan and some general instructions are expected from the national headquarters headquar-ters within the next day or two. This much Mr. Armstrong has decided decid-ed upon: His desk at the National Cop-!
