April 14 Stringent regulations regu-lations governing the shipment of livestock of all sorts into Utah are imposed in a far-reaching quarantine proclamation Issued by Governor William Wil-liam Spry yesterday. It is designed particularly to guard against the entrance en-trance into this state of the foot-and-mouth disease now prevalent in many parts of the country. One provision of the quarantine amounts to a reprisal against Wyoming Wyo-ming for that state's rigid embargo against Utah sheep and cattle. It provides pro-vides that no cattle, sheep, goats or swine may be Imported into Utah from Wyoming. Colorado, Montana, Texas or the republic of Mexico except ex-cept when accompanied by a permit issued by thr state livestock inspector of Utah. Thus all shipments from those states are placed within the discretion dis-cretion of the local inspector. Similar Simi-lar kinds of livestock may be imported import-ed from California, Arizona, Oregon, Washington, New Mexico, Idaho and Nevada for Immediate slaughter when I accompanied by a signed statement from the owner signifying the specific speci-fic purpose for which they are imported im-ported When imported for other purposes than immediate slaughter they must be accompanied by a certificate cer-tificate of Inspection from an authorized author-ized state or federal inspector Official Text Given. Livestock of the same class from any portion of the United States other oth-er than the states mentioned are forbidden for-bidden entrance to Utah under any conditions whatsoever: The text of the proclamation follows fol-lows In full: Whereas The fact has been determined deter-mined by the state inspector of live stock of the state of Utah that a contagious, communicable disease. Known as foot-and-mouth disease, exists ex-ists In lhestock throughout a large area of the United States; and, Whereas, The unrestricted movements move-ments of any class of livestock and poultry will likely result in the In troduction of said disease among live stock and poultry In the state of Utah; and. Whereas, Cattle originating in the state of Texas and in the republic of Mexico arc liable to transmit an infectious in-fectious disease, known as Texas fever, to cattle In the state of Utah, should said cattle from the state of Texas or the republic of Mexico be allowed to enter the state of Utah without the importation of said cattle being supervised by the state inspector inspect-or of Utah, and, Whereas, .Antl-hog cholera serum and hog cholera virus are known to have been a means whereby said foot- and mouth disease has been spread In said infected area; and, Must State Purpose. Whereas, It becomes my duty under the laws of Utah to Issue quarantine proclamations against the Importation of livestock into the state, except under un-der certain restrictions, and being advised ad-vised that contagious, infectious and communicable diseases have become prevalent among livestock of all the states of this country and foreign countries; Now, therefore, I, William Spry, governor of the state of Utah, upon recommendation of the state Inspector Inspect-or of livestock of the state of Utah, do hereby order that the Importation Into this state of livestock afflicted with or exposed to any contagious, Infectious or communicable disease is prohibited, except under the restrictions restric-tions hereinafter set out: Cattle, sheep, goats and swine mav be brought into the state of Utah from California, Nevada, Oregon. Washington, Idaho. Arizona and New Mexico for the purpose of Immediate slaughter, provided the transportation company secures a signed statement from tho owner or shipper of said animals ani-mals showing specific purpose for which said animals are shipped, and in every such case said statement shall accompany the waybill of the shipment. Insists on Cleanliness. Cattle, sheep, goats and swine may be brought Into the stAte of Utah from any of the aforesaid states for purposes other than Immediate slaughter, slaugh-ter, provided said animals are accompanied ac-companied by a certificate of inspec tion issued by an authorized state or federal livestock official, and copy of such certificate is mailed to the state livestock official. When such animals are shipped In railroad livestock cars, said cars shall be cleaned and disinfected prior to loading, In addition to the Inspection certificate, dairy and breeding cattle must be accompanied by a record of tuberculin testing, made within thirty dayo prior to date of shipment; provided, pro-vided, however, that Mexican cattle brought Into the states of Arizona or New Mexico for reshlpment Into the state of Utah can only be transported Into the state of Utah when accom panled by permit from the state livestock live-stock official of Utah, and provided, further, that all shipments of cattle from the states of Arizona and Now Mexico Into the state of Utah must, when unloaded for feed and rest en route be placed In corrals set apart for the reception of onl clean, tick-free tick-free cattle Wyoming's Special Mention. Cattle, sheep, goats and swine Intended In-tended for shipment into the 6tate of T'tah from Texas, Colorado, WominR, Montana and the republic of Mexico can be Imported into the state of Utah onh when accompanied by per. mit from the state livestock official, Salt Iike City, Utah. Horses, mules and asses, when offered of-fered for shipment Into the state of T'tah from anv state in the United States, no part of which Is quaran tlned for foot-and-mouth disease by the United States department of ag rlciilture, may be brought Into the state of Utah, provided such animals are accompanied by a certificate ol Inspection Issued by a duly authorized state or federal livestock official and copy of such certificate Is mailed to the state livestock official.
