' I most positively refuse to be longer long-er held responsible for conditions in our schools which I am powerless to correct " Director Glen considers the bond ssuf absolutely essential to the welfare wel-fare of the schools, and in his resignation resig-nation gives a brief summary of the work that he says ought to be done immediately on school buildings and lor which hf says Ihere are now no funds available. Gentlemen: I hereby tender my resignation as a member of the Ogden C Ity board of education, to take effect April 1. 1915. In presenting my resignation, I de sire to make a brief statement as to the reasons for so doing, with the be lief that the public will better understand under-stand my position as to the manage mcnt and needs of the schools of our city During the time that I have been a I member of the board of education. 1 1 have co-operated with the other di rectors in an effort to upbuild the schools of the ciljf and to keep pace with the rapid growth of the com m unity The demands on the build Ing fund of the school district, brought about by this rapid growth and the fact that old buildings deteriorate de-teriorate more rapidly after a few ' years of use than shortly after construction, con-struction, have been extremely heavy and. with an extremely low tax levy on the part of the county last year, our schools have faced a situation where no money could be put into building work. Therefore, to remedy the conditions arising as a consequence of the deterioration de-terioration of b.iildings and the lack of funds to meet the demand on the building fund and also the needs of expansion, the school hoard found it necessary to call on the voters for the approval of a bond issue sufficient to carry through this work, that sum being sM ;it $200,000. The voters have, by l heir action at the speclai bond election. Informed the members of this board that they, the directors, ran not proceed with this necessary work I realize fully the needs of our pehools and most emphatically hold that the proper school conditions in Ogden can not be secured without remedying thr present situation and Chat this remed can onlj be secured bj votlliig of a bond issue of ?2no, nnfl to carry on this work. In order tiiat the p'lhlic may understand this situation. I desire to point to several of the buildings and outline the pres ent conditions. Madison schoo!, built a number of years ago, has a seriously deficient plumbing svstem. which is a menace to the health of every school child 'attending In addition, the flooring, steps and other parts of the building are worn out and the structure is not modern in any respect. The Five Points school has a defective de-fective heating system that is absolutely abso-lutely dangerous. It Is too small for the population of the district, inasmuch inas-much as it is nosv necessary' for the school board to pay street car fare for some children to other schools in order or-der to relieve conc-stion Mound Fort school is so crowded, because of need of another building north of the river, that classes are now conducted in hall-ways. West Ogden school, a small frame building, is a disgrace to the school district and the children and taxpayers taxpay-ers of that section deserve a respect able, sanitary and adequate building The Dee school is over-crowded and has unsanitary conditions The ( en tral .lunior school is in need of numerous num-erous repairs and an entire remodeling remodel-ing of its plumbing svstem Practically Prac-tically the same condition applies to the Lewis school. These are the three juniot high schools of (he city The Ogden r'ity high school Is not only cramped, crowded and inadequate, inade-quate, because of the growth of the city, but the demand for expansion as a greater high school also calls for changes The commercial department of the school needs nearly twice as much room as at present. The oca-tional oca-tional training department should be expanded and a metal department added. Even proper instruction In wood working is now impossible For lite purpose of permitting this expansion, expan-sion, the board proposed to build an addition, a workshop, where the mechanical me-chanical divisions of study could be assembled, the second floor to be used for the time-being as a physical culture cul-ture department, so as to avoid damage dam-age done to high school auditorium furniture in moving chairs etc. I eould nsme other Improvements needed, but this Is an adequate list to show my point of view Under the conditions I can not afford af-ford to desote my time and my attention at-tention to solving school problems of so great Importance when the voters of the city do not assist the board in perfecting the solution For that reason.
