Sullivan, Sul-livan, American minister to the ..Dominican ..Do-minican republic, has in effect been asked to resign his post as a result of an investigation conducted by a commission headed by Senator James D. Phelan of California. The report of the commission, which was appointed by former Secretary Sec-retary Bryan, has been on file several sev-eral "weeks.
