several hours upon the subject matter of house bill no 14 saturday which relates to appropriating to ascertain the feasibility of producing subterranean waters for culinary purposes in dry farming the house of representatives yesterday passed the same the bill Is the first to pass calling for an appropriation of any size and Is looked upon by the farmers as one of the beet best measures before the bouse house the bill was passed by a vote of 35 ten of the members being absent the purport of the bill Is stated aig being tor for the purpose of developing dry farming and locating waters the purpose p is further to demonstrate for the benefit of the public of district condition and also furnish reliable information to the legislature preference shall be given to districts that are making malting bona fide attempts to reclaim lands by methods of dry farming that are obliged to haul or pipe water three or more miles that though suitable for dry farming are not being developed because becaas 0 the distance to water mak makes es the business unprofitable it Is also provided that not more than two borings bolings shall be in one county and all borings bolings shall be on lands belonging to the state or secured by the state and that such work shall bo be done as near as possible to section lines the work shall be in charge of the state engineer a member of the state board of land commissioners and a member of state board of horticulture although Kuch lers amendment to the measure making the worl work apply only to state lands it was placed in the final amendment was
