Show ATTITUDE OF telegraphers IS UNCHANGED st petersburg dec 4 via Eydt kuh nen east prussia dec 5 the emperor this morning reviewed the alm regiment at selo grand duke vladimir and grand duke nicholas were present the emperor drank to the health of ther regiment his majesty appeared to be in good health today Is a holiday lu st petersburg and all the factories and mills are closed the workingmen took advantage of tha holiday to hold numerous meetings the principal meeting was held in a large hall known as salt city and was attended by over a thousand persons father capon waa in the audience but bp was not recognized when his name was mentioned by the speakers it was received with great cheering among tho speakers bp eakers at the meeting were several social democrats who urged upon the workmen that their salvation depended upon realization aliza tion ot the political programs pro grame outlined by the socialists the refused to listen to these appeals which were received with shouts of enough enough the social democrats were thoroughly discomfited after their departure tho meeting proceeded to discuss the organization of monster unions which it was decided will be formed in accordance with plans outlined by father capon at previous meeting several of the speakers clamored for amnesty for father capon and a deputation was appointed fo wal on count witte to present a request to that end the strike of the post and telegraph employed emp loyes appears to be no nearer a solution the streets are still occupied by troops the striking telegraph operators attempted to hold a meeting today in the building of the imperial economic society th president of the society was informed that the meeting could not be held without the authority of the prefect of police and he drove to the prefecture to obtain the desired permission meanwhile cossacks entered and demanded that the meeting disperse the strikers refused to obey the demand whereupon a commissary of police ordered the cossacks and police to disperse tho meeting which they did beating all who remained with the flats of their swords and with their whips this affair apparently has strengthened the strikers to stand firm until their demands aro granted tho eremya ascribes the strike of tho telegraphers chiefly to the abuse of provisional regulations for the application of the emperors manifesto pending the meeting of the stats douma the paper demands that the government hasten the elaboration of these regulations as the delay is begin ning to exhaust the patience of the nation the council of ministers is now discussing the question of making ehg ministers of war and marine responsible to tho premier which was one of the demands of tho congress the council Is also engaged in drafting a new press law |
