remaining first state officers of utah were sworn yesterday at noon to faithfully perdom their duties the f office was administered first to ov wells then to the other state collectively by chief justice kune who bad earlier i ake morning been sworn in by justice harvey in addition to the people who wit ceased the ceremonies f uta day it is estimated that fully as many mere were turned away froba ake doors of the tabernacle after the immense edifice bad been crowded an jammed until its capacity absolutely absolu lely failed decorations the were in keeping with the patriotic character of impressive manner administered the oath of office after which governor wells was personally congratulated by secretary richards president george Q cannon chief justice zane apostle brigham young and INAUGURAL following the reading ot the proclamation came the inaugural address of GT welle which occupied about one hour the address dealt largely with the past history of utah its trials progress and the senate an invitation was then extended to that body to meet in joint session which was eoon followed by the arrival of the ie natora they straggled in without ceremony and unannounced headed by president george M cannon and secretary pardee mr cannon called the joint session to order after which mrs pardee read this message from the governor executive office salt lake city jan C 1895 to the legislature of utah the constitution of this state dees not ax the time for the commencie benl of the first regular session of the legislature of this state As grave doubts exist as to the legality of a legislature assembling voluntarily at a time not by either the constitution or lh as ot the state I 1 have deemed it wise 10 ou in special session for the purpose of atie time and place for the of the farat regular session of the ture of the state of utah As the entire interests of the state demand the immediate of the legislature I 1 have deemed it best to call your attention to this subject
