last night granted two franchises for valuable loses in ogden city the salt lake valley hallway company was given a franchise for thirty years for wall street and a terminal station bf a vote of 7 to 3 abbott carr and jones keeping up a light against the proposition to the end STREET RAILWAY the ordinance granting a franchise to H H spencer and J P smith for street railway privileges tor the term of twenty five years was also passed this by a unanimous vote the franchise is a blanket one covering every street in the city and the representatives of the company say they will put on new cars and put the road in first class condition in the discussion of abo matters there was a considerable display of bitterness toy both sides especially in the contest over the valley franchise the council was called to order at with all members present the notice 0 intention to form a new sewer district on madison evenue was taken up and on motion of carr it was referred to the city attorney with instructions to draft an ordinance creating sewer district no 8 the claim of J E davenport ex chief of police for back salary was reported by the committee on claims with a recommendation that it be allowed A warrant was ordered drawn tor the amount parry only voting nay claim of J W christy for tor services and transcript in case of W C weaver receiver vs ogden city was allowed parry only voting nay the committee on police reported recommending some improvements at the police station adopted chief of police conlisk submitted the appointment of fred tout to be patrolman to fill vacancy caused by the resignation of D A murray abbott moved that the appointment be laid on the table for ono week lost by a vote of 6 to 4 carr moved that it be tabled indefinitely and that was also lost by the same vote on motion the appointment was confirmed by a vote of 7 to 3 abbott carr and cross voting nay the following petition was read we the undersigner undersigned under signed residents and taxpayers of ogden city believing that it would be detrimental to the interests of this city to have an electrical railway running between ogden and salt lake city hereby petition you to refuse the franchise asked by the salt lake valley railway company the petition was signed by S J burt bros and others referred to committee on laws city attorney macmullan presented bill of 2075 expense in waterworks water works case referred to committee on claims claim of frances M peebles in sum of for typewriting in case of W C weaver receiver vs ogden city referred to committee oa claims J W browning sr petitioned for remuneration for sale of certain part of lot 9 block 25 plat A 4 feet 8 inches wide and 20 rods long referred to committee on streets application of L n for plumbers license was granted J W graham son presented a claim of 25 tor damages to a trap driven into a detective crossing at corner of and grant avenue referred to committee on claims geo H tribe and 18 others petitioned for a changing of the course of waste water from the south to the north side of street referred to committee on streets W G russell and 35 others petitioned the council to grant mr B a water wagon for season of 1900 referred to street committee abbott introduced a resolution relative to further action on the refunding ot the sewer bonds adopted abbott moved that the street railway franchise be taken up brown moved to substitute the salt lake valley franchise for the spen smith franchise carried abbott carr and jones only voting nay the salt lake valley railway franchise was taken up on third reading jones said be understood a certain member of the council was circulating a petition asking for the granting of the salt lake valley franchise he asked the recorder it he had such a petition recorder bluhn said he bad none president thomas said he had heard of none brown said it was joe thomas who was circulating tho petition jones replied that he bad no reference to the president that browns inspiration came from the wrong source the reading was proceeded with un til the section was passed then jones introduced halt a dozen amendments the first one provided for the running of one car over the entire route at least once per day brown amended the section by adding an annulment provision in case they failed to do this both passed then came one by jones providing that tho company pay ogden for the franchise abbott said that all other roads which had come to ogden city were paying a large rental tor the depot privileges they were paying per year for privileges which it was asked that the salt lake valley road pay brown said they were already paying over that much tor right of way abbott that was nerve do you want this city to pay for this roads right of way and give it to them theres six blocks of that right of way in the city which they will open said brown if you want to give it to them ill support it said abbott sarcastically the amendment was killed by a vote of C to 4 abbott carr emmett and jones only voting aye jones introduced another providing that the franchise could not be transferred or assigned without the consent of the council killed also abbott carr jones and thomas enly voting aye another by jones providing for tho running of cars of other street car corn panics over the valley tracks was defeated abbott introduced an amendment that for and in consideration of this franchise the said company should build their line to brigham city otherwise this franchise become null and void brown suggested that the time be set to be built within five years and moved amendment to that effect abbott moved to amend that it read one hundred years which was lost the amendment was carried abbott offered an amendment to the effect that the company be required to pay the sum of upon acceptance of this franchise abblitt moved that the franchise go over for one week A petition had been presented by 85 per cent of the business men of ogden and they were entitled to the courtesy extended to the salt lake valley company it would be no more than right to wait a week and think over it if there is anyone here who can give a valid reason tor rushing this thing through I 1 would like to hear it powers said he was supporting this franchise because he believed it would be to the interest of every citizen of ogden to have the road he had talked with many people during the past week there had been plenty of time to think over it he was a property holder and believed it was a good thing and a benefit to the city the motion ito lay on the table was lost the ordinance came up on third reading and on motion of flygare it was passed by the following vote ayes brown cross emmett flygare parry powers abid thomas nays abbott carr jones the ordinance granting a franchise to H H spencer and jos P smith with railway privileges was taken up on third reading it was read section by section during which brown saia it looked to him like a dual franchise he offered an amendment to the effect that the gran aces should put the line in farst class condition within six months the amendment was lost brown and cross only voting aye several amendments were offered by brown and all were defeated and then the franchise was granted by a unanimous vote jones not voting being absent from the chamber some bills and pay rolls were allowed and ithen a resolution authorizing the mayor to offer W C weaver receiver for the waterworks water works system was adopted tho council then adjourned |
