Show PAN RELEASES GOAL LAND RIGHTS WASHINGTON, Nov. 6 -Richard S Ryan, alleged author of the famous "DIck-to-DIck letter." which started the Controller bay Investigation during dur-ing the oxtra session of congress Jaat summer, today relinquished all claim to the 5G-acro tract on Controller bay, Alaska, known as tho Canyon creek line terminal tracL Mr. Ryan Is president of the Controller Con-troller Railway & Navigation company. com-pany. The claim which he relinquished relin-quished today lies between the claims of J, J. Ryan and A. L. Scheur, which it is conceded, were taken In the interest in-terest of the Ryan Navigation company. com-pany. The law requires that before all claims adjoining the water front 80 rods shall bo reserved from entry. Mr, Ryan's claim occupied practlcallv all of the SO rods between tho soldiers' additional homestead claims of J T. Ryan and Scheur. He contonded that the law did not apply In his case, because be-cause his application waa only for a right of way over the tract, not for absolute ab-solute possession, and that the expression ex-pression In tho law, "reserved from entrj'," need not prevent the government govern-ment from granting the use the land for railway or navigation terminal purposes. Secretary Flaher Intimated very strongly In a recent address that tho government would not take Mr. Ryan's Ry-an's interpretation of the law. The opinion prevails here that Mr. Ryan saw the hopelessness of holding out after he learned tho views entertained by the secretary, and that Is the reason rea-son for the formal relinquishment received re-ceived at the Interior dopartment today to-day Secietary Fisher also received from the Seward Commercial club of Seward, Se-ward, Alaska, tho following telegram- "Mass meeting of Seward people moat heartily endorse your policy advocated ad-vocated before the mining congress.
