Tho appointment ap-pointment of a board by the president to prepare a comprehensUe plan of inland waterways dovclopmont for the consideration of congress is provided pro-vided for in an amendment to the rivers and harbors bill, introduced in the senate today. The amendment carries an appropriation appro-priation of $50,000. It reads as follows: fol-lows: . "The president Is hereby authorized authoriz-ed by the appointment of a board or boards, to bring into conference and cc-oporatlon with the engineer corps of the army the various scientific and constructive services of tho United States in the formation of a plan for the development, control and regulation regula-tion of the rivers, waterways of tho United States for every useful purpose, pur-pose, including, in addition to navigation, navi-gation, the regulation of tho flow of rivers, tho control of floods and protection pro-tection from overflow, the reclamation reclama-tion of arid and swamp lands, the prevention pre-vention of erosion and soil waste, tho clarification of streams, the perpetuation perpetua-tion of forests and maintenance of the woodland cover at sources of stream flowago, the utilization of such flow-age flow-age for Irrigation and water power and the purification of water sup plies; and for the co-operation of the United States with states, municipalities, municipali-ties, district organizations, communities, communi-ties, corporations and Individuals, in such development and control and tho apportionment of work, cost, and benefits ben-efits according to tho jurisdiction, powers, rights and benefits of each plan to especially include tho effective utilization of the streams, rivers, lakes, gulfs, bays and sounds of the United States, with connecting canals and Including terminal and transfer facilities and stes, as efficient waterways water-ways for tho transportation of freight and passengers, such plans to be submitted sub-mitted to congress for Its consideration considera-tion and action. "And for this purpose, the sum of 550,000 is hereby appointed. The President may appoint on such board, or boards, from civil life a hydraulic engineer, a constructor and an expert In transportation." - |
