"This convention recognizes tho rule that the right to tho use of water wa-ter for irrigation and other bonefl clal uses, including the development of electrical power, must be acquired from the states and under state laws, that In all of tho public land states the use of water and Its products, Including electric power development thereby, is a public udo Bubject to tho fixing of rates and charges and the control and regulation of the state, "We therefore recommend that In Its dealings ulth the public lands the federal government shall co-operate with the state to the end thnt water and electric power generated thereby shall be furnished to consumers at the lowest reasonable rates under regulation provided by the atate "That the development of irrigation irriga-tion and electrical energy are recognized recog-nized as great conserving forces, and full co-operitlon should exist between be-tween the nation and tho states, to the end that the use and development develop-ment of these sources of production and development shall be encouraged, encourag-ed, the cost to the consumer decreased de-creased and tho state be enabled to exercloe its functions of control and regulation to the best possible advantage ad-vantage " |
