The committee made an H exhaustive Investigation of the cir- M cumatances surrounding the dlscrep- m ancy between $2,-150, the total amount H of a long missing voucher made out M for the payment of Albert Rosenthal, Hl an artist, for painting the picture of Hl Secretary Day, and $S50 he received, H although he had to receipt for the H -whole amount named in the voucher Hi Secretary Knox testified regarding Hl the matter and Mr. Michael cabled an H explanation which was submitted to fl tho committee. The explanation was H that Uie balance probably was used H for contingent expenses for diplomatic H ' service in China, etc. |
