By ruling that the legislative day ended last midnight with the calendar day, Speaker Adkins today made it Impossible Im-possible to pass any waterway bill which can become effective on July 1. The Senate bill which Secretary Paddock reported 'to the House at 11 t30 o'clock last night remains on tho speaker's desk, not having been read a first time. This Is the second time in the special spe-cial sesion when the mjnority In the house, aided by the speaker and his gavel, has succeeded In routing the majority and defeating waterways bills which had been previously passed by the Senate. The bill presented pre-sented to the House last night was a compromise measure which permitted the use of $500,000 to conserve water power sites in the Illinois river valley |
