To encourage encour-age the development of the inventive faculty among naval officers, Admlar-al Admlar-al Twining, the now chief of ordnnacc has created a board of experts who will pass on tho merits of any devices de-vices or process' pertaining to the armor ar-mor or armament of 3hlpt, torpedoes, shells, high explosives and tho like. Any officer who has shown- particular partic-ular activity la tho department of ordnance Ideas, can submit his Inventions In-ventions to this bo'ard .ind,:if his devices de-vices arc fouml to be meritorious and promise to bo useful, arrangoments will bo made with him for the right to employ, thorn in the- navy on a fixed royalty! It Is expected this will prove a great Incentive to a number of officers, of-ficers, who have heretofore refrained f:om bringing -forward their inventions inven-tions for lack of pecuniary reward. |
