| Show THE PROBLEM OF IMPORTS an appealing current slogan is trade not aid the idea behind it is we can best help the recovery and stability of other friendly powers by doing more inore business with them instead of just giving or lending them money and materials As part of the program studies are being made with a view to lowering our tariffs this plan has the support of the administration and of a large segment of the business community the problem is how to reach a highly desirable goal without presenting american enterprise with low wage foreign competition creating unemployment here and endangering the national defense the strategic metals are a case in point during the past year for instance the dumping of imports caused heavy losses and unemployment in the domestic lead and zinc industries and it is obvious that wise as it is to import some strati gic metals for stockpiling purposes this country cannot afford to become dependent on foreign supplies which could be cut off abruptly in case of war or some kindred cataclysm the best solution is probably the flexible tariff to permit the maximum amount of importing cansis consistent with the welfare of our workers and industries |
