ballot voted to repeal gubernatorial depression emergency powers and appropriated to finance centennial if approved by the governor new headless ballot will vall for the first time in history permit voters to cast their vote for the president and vice vice president no electors will be listed the ballot will be split up into sections one for national officers one for state offices etc democrats and republicans will not be listed in separate columns but will be listed alphabetically with each other under the respective offices no party emblems would appear on the ballots and it would be im possible to vote a straight ticket candidates would be voted for by placing an X in a square to the left of their names and the party of each candidate would be indicated to the right of his name two senate bills G and 7 by sens ward C holbrook D davis and rue L clegg R salt lake were signed by the governor these new laws repeal the governors emergency powers which permitted him to order state departments part ments to reduce their operating budgets should state income drop and which permitted him to use any state revenues for public relief top house measures to acce receive ve approval during the week were HE 71 to appropriate motor vehicle registration funds to the road commission HB by rep E K olson D carbon to grant world war two veterans special income tax exemptions 35 to permit second third class cities and towns and libraries to establish retirement ti systems HB ga and HB 05 65 to make in liquor profits available to counties cities and towns and to create a city and ancl county liquor control fund HB 33 the perennial fertilizer which was compromised to gain approval and HB 5 which would permit utah cites P other than salt lake to levy a special tax in 1047 1947 and IMS 1948 to establish public building reserves activity in the senate include consideration of new appointments by the governor passage of 21 by sens ward C holbrook D bavis davis and claud hirschi R washington which would increase terms of juvenile judges and require guardians of children taken into court to pay costs of child care and 0 6 by sens sol J selvin U D thoele tooele and mitchell R grand which proposes a constitutional amendment to empower the legislature to regulate salaries of its own members by removing the present biennial stipend the house during the week was not too adverse to killing measures the bill to control lobbyists hobbyists and their activity HB GO 60 by rep frank bonacci D carbon was defeated by the republican majority which adopted an unfavorable committee report after mr bir bonacci had concluded an eloquent but vain plea pica for support of the bill with the remark well ive had my say go ahead and kill the bill GB 66 by sens hirschi II 11 grant vest D uintah bic aich elias L day R salt lake and grant midgley Blid gley D salt sait lake which would have permitted utah banks to close their doors on saturdays was defeated by the so c called cow county representatives after passing with only a bare majority in the upper house major political skirmishes of the week occurred when republicans took the controversial labor bill from committee and placed it on the third reading calendar without report because the committee had held the measure more than 15 days and when 71 by highways and aeronautics committee camp up for discussion rep clifton G DI kerr R box elder house majority leader and sponsor of HB 36 to define unfair labor practices on the part of employed emp loyes and to outlaw secondary boycotts moved that the bill be placed on the calendar and acting under house rules speaker rendell N mabey R salt lake so ordered however between mr kerrs motion and the final placing of the bill on the calendar reps mrs birs C L jack D salt lake and bonacci minority members of the labor a committee fought in vain to have their unfavorable minority report attached to the bill however the republicans argued that the stand of every lawmaker would become apparent when the measure came up for consideration on the floor HB 71 which would have appropriated all motor vehicle registration f funds to the 13 and C road fund fund of the state road commission sion and which would have stripped the publicity department of its revenue source split the GOP house majority wide open Bl members embers headed by rep daniel S frost R kane objected strenuously to the measure he not only was supported by other GOP members but also by the democrats it became apparent that the bill would never pass unless a compromise was reached As a result it was made a special order and the compromise was worked out by rep mark paxton R millard under the compromise the publicity department would recel receive i ve annually from motor vehicle registration funds the bill passed on final vote with 35 yes 21 no 1 absent just as dead at the end of the fourth week as it was alive at the end of the third week was the a revival of junkets to state institutions S reversing its stand of 0 f the week before when it went to ogden for a day the legislature decided to stay home as a body and let committees make the ie educational ca tours upshot of the decision found the senate with a bare quorum of 12 32 members there were times when as many as 13 were seated in the chamber thursday feb 6 while its public institutions committee visited the utah state agricultural college at logan progress was retarded somewhat during the day although the quorum did okey motions to set up committees for immediate study of state building and state road build ing needs the latter growing out of the governors request for an increase in the gasoline tax from four to six cents per gallon As if to make up for the listless thursday the senate went into executive session the following day and not only rejected the interim appointment of wendell grover to the state public welfare commission but apo approved roved a revision of the second reading calendar to throw several important measures dealing with state government up front for early consideration this week they left two anti racial discrimination measures at the head of second reading largely be cause they result from interim committee action and listed under them bills concerning control of public welfare funds repealing the property tax through which counties provide 15 13 per cent of the welfare fund eliminating the publicity and industrial development department in its present form providing a basic budget for institutions of higher learning and setting up the state water board soon after announcing its rejection of mr grover the senate received a communication from gov herbert B maw blaw appointing heber bennion jr manila wool grower and member of the state tax commission ms sion to the state finance commission in place of gordon taylor hyde chairman mr hyde was not expected to be re appointed but the presentation of mr air bennion s name came as a surprise it proved popular on first impression and observers began speculating that arthur mcfarlane would be appointed to the tax commission mr air grovers interim appointment runs out on march 1 and senate action in his case indicates that another new name will appear for appointment to the six year term beginning on that date senate action during the fourth week continued to concern minor measures as a rule although it set up some important matters for final consideration this week among them are fish and game bills one of which would raise the residence hunting and fishing license fees hunting licenses for residents would be upped from 4 to 5 fishing for men and women will go to 3 from 2 for men and 1 for women and nonresident non resident fishing fees would be boosted to 5 the same license fee to be charged for all hunting save deer in which case the fee would be W 30 Blean meanwhile while one of the 22 new bills introduced in the senate during the week would provide for payment of damages caused by game animals to fields and farms out of fish and game funds with the district courts to determine the damages |
