Show WHAT GOES ON N HERE HERE- BY A. A I. I TIPPETTS SENATOR From SANPETE r Sixth Week I must be brief this week as weare we weare weare are holding a Saturday session today today to today to- to day and I am going to take Sunday Sunday Sunday Sun Sun- day off column or of ot no column Now to your questions Question No 1 If it is true true as Governor Lee says that state aid to schools has increased over 30 per cent since 1947 isn't that enough to take care of or increased school costs without raising our taxes Answer It is true that state aid has increased over 30 per cent but the amount in dollars received by local school districts for each class classroom classroom classroom room unit has not increased one penny It has remained at How come Because according faour to fa our present school equalization law schools obtain their revenue from two different sources 1st from a tax on property in each local school district and 2nd from state aid The local district district mill levy must be the same as that required to raise in the richest district which is Jordan In 1947 the Jordan Jordan Jordan Jor Jor- dan levy levyas was as about 11 mills and each local districts had to levy the same In some of the poorer districts districts districts dis dis- this 11 mills raised only a small fraction of the mini mini- mum The state furnished the balance balance balance bal bal- ance through state aid Now what's happened since 1947 Just this The assessed valuation of property in Jordan district since 1947 has almost doubled This Thi means that Jordan now has to levy only about 6 mills to raise and each local district is required to levy only the same amount or 5 mills less than in 1947 State aid has had to increase about 30 per cent to make up the difference but the has nol noi changed The fa fact t is that the minimum school program proposed in S. S B. B 75 would be supported today for foi foia fora a smaller mill levy than was re required required required re- re in 1947 This is because the valuation of property has increased inci increased in- in ci creased eased so rapidly in a few of our richer districts Sanpete along with other poorer districts stands to fo o gain at the expense ex expense expense ex- ex pense of the wealthier districts through this measure and this is simply what the school law was meant to accomplish And by the way Mrs L. L 0 O. I will not profit one single penny personally by the passage of this bill Question No 2 Why Vh did you ote vote to increase the license fees on farm fann trucks Answer It is true that I voted for S. S B. B 9 which was prepared bythe by bythe bythe the Legislative Council after two years' years study of the problem of financing financing financing fin fin- our highways It will increase in increase increase in- in crease license fees not only on farm ann trucks but on all trucks both large and small used on our high high- ways If the bill finally passes the amount amount amount a- a mount of the license will be based on laden weight instead of weight The tax commission estimated estimated estimated esti esti- mated that the increase in fees will amount to about 20 per cent I could not have prevented passage passage passage pass pass- age of the bill if my vote had been seen counted against it ten times however if you will investigate you will find that we succeeded in n having written into the bill an amendment which will permit a farmer armer to license his truck for a quarter of a year at a time Thus he le will be required to pay the higher fee only for that part of the year during which he will be hauling at peak loads This may help It may not I did my best Question No 3 What has become I I of the bill to refund the gas tax on non highway gasoline Answer The bill is on special order before the Senate today Sat Quite a number of senators would like ike to avoid being counted on this issue and as a result a move was made last night to refer it to the sifting committee where it probably probably proba- proba bly ly would be lost I am guilty of preventing this Although there are things about it t I do not like I think we should meet neet the issue head on and dispose dispose dispose dis dis- pose of it I am offering two amendments to the bill which I think hink will help secure passage in inthe inthe the he Senate One of these amendments limits the amount of gas tax revenue that hat can be set aside for refund purposes to 5 per cent This will protect our highway revenue The other amendment places a limit of on the amount any individual or corporation can receive re receive receive re- re in refunds in any calendar year This will insure that the bill ill will benefit those it was meant to o benefit I have been in conference with the sponsors of this bill and they have agreed to to these changes I will vote for the bill if these amendments amendments amendments a- a are adopted Cant Can't finish finish finish fin fin- ish this now The sergeant at arms is is calling me back to the senate chamber t Two hours later We have de debated debated debated de- de bated the tax refund measure and passed it 15 to 5 with the above amendments However the limit on refund was raised to This may be changed in confer confer- ence I feel quite relieved Question No 4 What are arc the latest developments in t the e Junior College situation Answer As I write this the prevailing prevailing prevailing pre pre- sentiment among legislators is that the Governors Governor's bill hasn't a chance This thought has occurred oc occurred oc- oc cuned to me that if he vetoed the appropriations for the colleges it would v be difficult to override his veto Then what Also Mr Ray P.
