Show REGARDING a 1 2 3 amendments 1 2 and 3 are non partisan in character since both ma jor political parties in their plat forms of 1936 pledged themselves to work for the removal of the state superintendent of schools from pol itice the last legislature almost un ani ant and without regard to party lines approved these amend ments dr 0 N jensen former super In of schools said in his last biennial report 1932 we agree with the view that the state super In or state stale commissioner of education should be appointed by a board rather than to be subjected to the upheavals ot of a partisan elec tion the present incumbent super In charles H skidmore in his report of 1934 recommended the same policy leading educators school officials and teachers gener ally both in utah and the united states have consistently ad vacated making the state a professional leader sub eject to a board of education in 1926 utah spent approximately 13 tor for a survey of our schools by the U S department of aduca tion among the strong recommend allons made was the removal r cl the state superintendent of is from partisan politics in conformity with modern ideals and progressive tices cices in 1934 the investigating corn com 1 of the utah governmental units also recommended this change the present constitutional and statute statutory provisions provide divided and arid contradictory responsibility for the administration of the schools article VII section I 1 of the consal aution makes the state superintend ent an officer of the state govern ment while article X section S 8 st states stites ites the general control and sup er vision of the public school system shall be vested in a state board ot of education the school laws of 19 33 state that the state superintend ent shall be charged with the admin ot of the system of public in st Et ruction and with general super In tendency of the district schools of I 1 the state but the same law pro vides that the general control and siper s supervision vision of the public school ein is vested in the state board of education the proposed cons titu lional amendments would place this responsibility on the state board of education the state board of edu cation would in turn select a super la nten dent of schools to be ito lt chief officer it is belief belier d that a state board of selected in a non partisan manner represent I 1 ing all sections of the state at pres ent by conventions of local school board members within judicial dis tracts can secure the best possible leadership tor for the public schools of utah free from p partisan artisan control and frequent change this would permit a sound progressive educational pol icy to be carried forward in the state without int interruptions caused by pol uncertainties |
