Show THE BUDGET LAW IN RELATION TO SCHOOLS by supt bupt B K farnsworth in 1925 the state legislature passed a law which reads in fix part oa as follows fellows the superintendent ot of each school district in the state of utah shall be and act as budget officer of such district and on or before june lat of 0 each year prepare a tentative budget setting forth in detail his estimate ot of the revenues for or the next succeeding year by using as a basis ot of calculation the current years assessed valuation he shall also illo file his detailed estimate of essential expenditures pend iturea tures for or all purposes for the next succeeding fiscal year during june this budget Is open to public inspection and a public hearing must bo be had then on or before juno june the doard board must adopt it for the coming fiscal year which begins july 1st ast prior to the passage of this act in 1925 the foregoing proceed ure was not required and very few districts in the state attempted anything like a formal budget it they had plenty of 0 money schools held if they run ran short on funds schools were closed and most rural districts had their share ol of short sessions boards 0 of education throughout the state attempted to live the provisions of 0 this act but they were unaccustomed to the law and found that many items of the budget were too short and others too long there was really no provisions in ili the 1925 law to remedy the situation so the 1927 legislature provided that boards ot of education can reduce any part of the budget at any time by giving notice to all members of 0 tho the board and supt bupt one week prior to meeting and boards can add to any other part of 0 the budget but before doing so they must so advertise the fast in a public way this new law makes the bupt supt the budget officer and requires that any increase ill hi the bud get whatsoever must come as a request of the supt bupt it if we had a hard winter and used more tuel fuel than customarily tomar to fly so that we had to add to that part ot of the budget it would come as a request of 0 the S bupt supt apt it if board members took a tour ot of the county and no funds had been provided funds would have to be provided as a request ot of the supt bupt prior to this 1927 law funds could be taken from one part of the budget and used in another part and the practice was common now this cannot legally be done without advertising by the supt bupt in pursuance of this law I 1 recently advertised two cha changes n in the budget other may follow it if we should have another cess pool to dig as we have had other years a root roof needing repairs a grate burned out things which might happen and often do we should have to advertise the one provision is that we do not exceed our revenues we are studying the problem ot of school finance diligently it iny any citizen or school patron has any suggestion that will help us more fully understand or administer school funds and schools we shall greatly appreciate receiving their suggestions notwithstanding the fact act that our assessed valuation has baa been cut about SOO sinco since our budget was adopted I 1 feel very hopeful that schools can run full term school J patrons can do the schools a good turn by paying their taxes and do all that can be done to see that others do likewise |
