Is Ready to Follow Lead of United States in Guarding Border In Order Or-der to Prevent Further Border Raids. Mexico City. General Carranza, in en interview on July 25, discussed tie conference to be held between the delegates representing Mexico and those of the United Stales for the purpose pur-pose of reaching an agreement relative rela-tive to the withdrawal of American troops now in Mexico and patrolling the frontier in such a manner as to prevent further border raids. General Carranza also discussed the economic, econ-omic, political and military situation In Mexico. When asked as to Mexico's proposal regarding the protection of the border, bor-der, General Carranza said that an effective ef-fective patrol on either side of the line by the respective troops of the two countries would solve the question ques-tion of further Incursions and that Mexico was ready to follow the lead of the United States in so stationing jnen. It is understood that the details de-tails of this plan have already been drawn up and will be presented at the conference which is to be held 'early next week. Asked about the coming general election, the first chief said that the municipal elections would be held throughout the republic on the first punday in September. These will be ifollowed by general elections in October Oc-tober to select deputies to a congress Ito be held in the city of Queretaro in tDecember or January. This congress (will consider constitutional amend-ments amend-ments to meet the aims of the present pres-ent revolutionary movement. General Carranza was asked If he would be a candidate for the presidency presi-dency at the elections following the constitutional convention. He paused before replying, and then said smilingly: smil-ingly: "I cannot ans-wer that question at this time, but legally I have the same right to be a candidate as any other citizen of Mexico." Questioned regarding the reception of American capital and enterprises during the period of reconstruction General Carranza answered that they would receive the same welcome as in the days before the revolution, with this distinction, that, whereas, in the past much foreign capital received re-ceived special privileges not allowed to Mexicans, in the present and future all capital will have an equal opportunity oppor-tunity under the law. |
