Show Dover, Delaware Planned by William Penn in 1GS3, it was not until 1717 that Dover, Del., was laid out. Penu. designed it to be the most Important Im-portant town of the county of Kent, In 1722 the state house, later the state capital and today the oldest edifice of its type in public use in. the United States was built. In subsequent sub-sequent years Dover's "Green" came to be surrounded by handsome hand-some homes.
